ROLL CALL
Mayor Norris called the meeting to order at 8:45 p.m. All members of Council were
present. All members of staff were present.
The purpose of the Special Workshop was to discuss the June 29, 1999 letter from Dennis
Kelly to Chief Johnson regarding Comp Time.
Chief Johnson's contention is that he worked 2865 hours through April of 2003 for which
he has not been credited, but was promised by former Village Manager Dennis Kelly.
Chief Johnson told the Village council he would be willing to accept six months of time,
with the latitude to take the time off in responsible blocks of three weeks or less.
Village Attorney George Baldwin opined that former Village Manager Dennis Kelly had
no authority to offer credit of compensatory time which was in conflict with the Village
Council's policy, as stated in the Personnel Rules and Regulations, and that the Village
holds no liability in the matter.
After lengthy discussion, Chief Johnson withdrew his request.
The Council agreed by consensus to place this item on the July 10, 2003 Regular Agenda
for disposition. Further, discussion of the policy will be placed on the Workshop Agenda
for July 10, 2003.
ADJOURNMENT
With no further business to come before the Council, the meeting adjourned at 10:10 p.m.
