08-14-2003 VC WS-MMINUTES OF THE WORKSHOP SESSION • OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, AUGUST 14, 2003 Present: Charles R. O'Meilia, Vice Mayor Dr. Edward Eissey, Councilman Don Noel, Councilman Doug Smith, Acting Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk Vice Mayor O'Meilia called the meeting to order at 9:33 p.m. All members of Council were present except Mayor Norris and President Pro Tem Tringali, who were out of town. All members of staff were present. STATEMENTS FROM THE PUBLIC After comments by Manny Grinn, 536 Greenway Drive, Acting Village Manager Doug Smith was directed to look into the procedure used for payment of the GASB34 Inventory that was prepared by PBS&J. COUNCIL COMMENTS Public Safety Director Duke Johnson was directed to assign a Public Safety Officer to the Elementary School in the mornings for the first 3 or 4 weeks of school. Further, he was asked to look into assigning apart-time crossing guard at this location. It was specified that if officers are on the road and are able to put an hour in, they should do so, and if an emergency call is received, they would have to leave. MARBELLA PHASE I -FINAL PLATTING Discussion was held concerning recommendation of the Planning Commission to approve the final plat of Marbella Phase I. The Council asked that the 5% recreation money be paid prior to final platting. Public Services Director Kristine Frazell stated that they have a time limit for making the payment which runs out in about 7 to 10 days. This item was forwarded to the Regular Session agenda of August 28, 2003. COMP PLAN AMENDMENTS Discussion was held concerning Comprehensive Plan Amendments 2.1.1 (Future Annexation Areas), 2.1.2 (Future Land Use Element); and 2.1.3 (GRACES Designation). All three Comp Plan Amendments will be placed on the Regular Session agenda of 8/28/03. • TRAVEL POLICY Minutes of Workshop Session Held Thursday, August 14, 2003 • Discussion was held concerning the transportation allowance, rates of per diem and subsistence allowance of the Village's travel policy. This was forwarded to the Regular Session of 8/28/03. ADDITIONAL EMPLOYEE SALARY ADNSTMENTS FOR FOUR POSITIONS The Council discussed additional salary adjustments for four employees and necessary funding. This was forwarded to the Regular Session of 8/28/03. BUDGET TRANSFER TO REPLENISH COUNCIL CONTINGENCY Discussion took place concerning a budget transfer in the amount of $11,500 to replenish the Council Contingency account for funding the Village Manager search by Colin Baenziger & Associates. The accounts in the budget transfer will be revised prior to the Regular Session. This item was forwarded to the Regular Session agenda of 8/28/03. EMPLOYEE AND RESIDENT SURVEYS The Council discussed conducting surveys from both employees and Village residents. Acting Village Manager reported to the Council that Palm Beach Community College would assist the Village in developing surveys and analysis at no charge. Mr. Smith will work with them on developing an employee survey, and will bring it to the Council for review prior to release. The Council agreed to get quotes from other sources for a phone survey for Village residents, to ensure that all areas of the Village are represented. APPEARANCE CODE Discussion was held concerning amending the Village's appearance code. Village Attorney George Baldwin opined that the Village should obtain proposals from a consultant on this matter, as the appearance code needs to be replaced with specific standards. This will be brought back to the next workshop agenda for further discussion. CODE AMENDMENT -DRIVEWAY SURFACES Discussion took place concerning the recommendations of the Planning Commission regarding various Code sections that address driveway surfaces. Revision was made to page 1 by adding "stone" in the description of surfaces. Additionally, where language states that all driveways shall be kept in repair, the word "good" was inserted in front of "repair"; and "sound, structural condition" was added. This was forwarded to the Regular Session agenda of 8/28/03. SIGN CODE -STATUS REPORT A status report was given by the Public Services Director regarding compliance with the sign • code. Discussion included historical signs and the grandfathering of those signs. With the 10- year compliance period coming to a close, no action was taken in this regard. AMBULANCE FEES 2 Minutes of Workshop Session Held Thursday, August 14, 2003 •I Discussion took place concerning an increase in ambulance fees. This will be placed on the Regular Session agenda of 8/28/03. NORTH SUBSTATION -LEASING OPTIONS Discussion was held concerning lease options for the modular building used for the north substation of the Public Safety Department. Stall' was directed to check with the Palm Beach County School Board, who may be interested in donating a trailer. Sgt. Watrous, EMS Manager, reported that the current trailer is habitable and, after testing, there is no reason to believe there is anything unsafe about the environment. Meanwhile, month-to-month leasing will continue. RULES AND REGULATIONS - NPBCC The Council discussed the revised Rules and Regulations of the North Palm Beach Country Club. Additional recommendations were made by the Village Council, i.e. the front cover, by changing the language to read "Serving North Palm Beach since 1963", as well as deleting the membership year so that it doesn't have to be revised each year. The Council also requested that the proper Village logo be used. This was forwarded to the Regular Session agenda of 8/28/03. NPBCC FINANCIAL REPORT - 3RD QUARTER REVIEW The Council reviewed the North Palm Beach Country financial report for the nine-month period ending 6/30/03. Country Club Director David Talley reported that the total club operation is showing a net profit of $377,834. Mr. Talley also reviewed the Revenues and Expenses, as well as the Profit and Loss statements of each department at the Country Club.
