10-28-2010 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA OCTOBER 28, 2010 • Present: William L. Manuel, Mayor Darryl C. Aubrey, Sc.D., Vice Mayor David B. Norris, President Pro Tem Robert A. Gebbia, Councilman Jimmy Knight, Village Manager Leonard Rubin, Village Attorney Melissa Teal, Village Clerk Absent: T.R. Hernacki, P.E., Councilman ROLL CALL Mayor Manuel called the meeting to order at 8:56 p.m. All members of Council were present, except Councilman Hernacki, who was out of town. All members of staff were present. APPLICATION FOR ZONING CHANGE TO COMMERCIAL PLANNED UNIT DEVELOPMENT - SHOPPES AT CITY CENTRE Ken Tuma, Managing Principal of Urban Design Kilday Studios, representing property owner CF02 Palm Beach III, LP, reviewed the application to rezone a 10.65 acre parcel of property located at 11241 U.S. Highway 1 (west of U.S. Highway 1 and south of PGA Boulevard) currently known as North Palm Marketplace to a Commercial Planned Unit Development (CPUD) to be named Shoppes at City Centre. Mr. Tuma presented plans to revitalize and re-brand the shopping center and described the waivers being requested, which include: • allowing the addition of two monument signs on the property, for a total of three signs • allowing signs for major tenants "A" and "B" to be located 21 feet above grade • allowing shopping center identification sign to be located 21 feet above grade on a proposed tower element between tenants "A" and "B" • allowing 57 square feet of sign area for the main monument sign on U.S. Highway 1 • allowing up to six nationally recognized tenants to use federally registered signs/logos for signage • allowing outdoor display of goods • allowing the permitted use of a pharmacy with adrive-thru as an accessory use, subject to site plan amendment, traffic concurrency, and building permit prior to construction • allowing deviation from the landscape requirement of one tree per 50 feet of linear frontage along a public right-of--way, as it relates to the entrance on U.S. Highway 1 Discussion took place concerning signage, landscaping, and the proposed outdoor display. Council consensus was that outdoor display be allowed for West Marine only, limited to boats, and that the amount of boats displayed be limited to a specific number.
