Ordinance 1973-014 Adopts Plumbing Code 1973 EditionORDINANCE N0. 14-73
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA,
AMENDING C}}APTER 28 OF THE VILLAGE OF NORTH PALM BEACH CODE, IT BEING
T}}E PLUMBING CODE, BY ADOPTING BY REFERENCE THERETO THE 1973 EDITION
OF THE SOUTHERN STANDARD PLUMBING CODE, INCLUDING APPENDIX A THERETO,
AS THE PLUMBING CODE OF THE VILLAGE, AND BY MAKING CERTAIN AMENDMENTS,
CORRECTIONS AND ADDITIONS TO SAID CODE.
BE IT ORDINED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA:
Section 1. Section 28-11 of the Village of North Palm Beach
Code is hereby amended to read as follows:
"Sec. 28-11. ADOPTED BY REFERENCE---Under the
authority of Section 165.191, Florida Statutes,
the Village of North Palm Beach hereby adopts
by reference thereto the Southern Standard
Plumbing Code, 1973 Edition, including Appendix A
thereto, as the plumbing code for the Village.
There has been for at least ten days last past
and shall be during the time that this code is
in effect, three copies of such code kept
' available for public use, inspection and
examination.
Section 2. Section 28-12 of the Village of North Palm Beach
Code is hereby amended by adding thereto the following amendments,
corrections and additions to said section:
"Section 104.1 - change to read as follows:
No person, firm or corporation shall connect
any plumbing work with any sewers, sanitary or
storm, septic tanks or sewage disposal of any
kind, or private connection or install fixtures
or appliances in new or existing sytems,
structures or premises, or repair, or add to any
existing plumbing without first applying for and
obtaining a separate plumbing permit therefor
from the Plumbing Official.
"Section 107.2 - change to read as follows:
107.2 - Notification
(a) Advance Notice:
It shall be the duty of the permit holder
to give reasonable advance notice to the
Plumbing Official when plumbing work is
ready for test or inspection.
(b) Permit Holder Responsibility:
It shall be the duty of the permit holder
to make sure that the work will stand the
test prescribed before giving the above
notice.
(c) Retesting:
If the Plumbing Official finds that the
work will not pass the test, the permit
' holder shall be required to make necessary
corrections and the work shall then
be resubmitted for inspection.
"Section 107.3 - change to read as follows:
107.3 - Material and Labor for Tests.
The equipment, material, power and labor
necessary for the inspection and test shall be
furnished by the permit holder.
"Section 107.5 - Methods of Testing Drainage and
Vent Systems - change subsection (c) to read as
follows:
(c) Final Test
The final test of the completed drainage
and vent system shall be visual and in sufficient
detail to insure that the provisions of this Code
have been complied with, provided however, that for
cause it may be required to subject the plumbing
to either a smoke or peppermint test. Where smoke
test is preferred, it shall be made by filling all
' traps with water and then introducing into the
entire system a pungent, thick smoke produced by
one or more smoke machines. When the smoke appears
at stack openings on the roof, they shall be closed
and a pressure equivalent to a 1-inch water column
shall be built and maintained for 15 minutes before
inspection starts. Where the peppermint test is
preferred, 2 ounces of oil of peppermint shall be
introduced for each line of stack.
"Section 427.1 - Closet Bends - add the following
to the existing section:
All cast iron closet bends shall be full
length bends without joints from flange to soil
line.
"Section 427.2 - Omit deletion.
"Section 506.6 - Delete entirely.
"Section 1206.1 - Change paragraph (a) to read
as follows:
(a) Materials for underground water supply
' system and water service pipe may be a minimum
of Type L copper tube, brass or cast iron
pressure water pipe. Appropriate approved fittings
shall be used on the water supply system or water
service piping, Materials used for lawn sprinkler
systems may be any of the above, or galvanized
steel pipe, plastic pipe, or any combination thereof.
(b) Delete "water service" in line one (1)

"Section 1212.1 - Materials - Change paragraphs
(a) and (b) to read as follows:
(a) Above Ground - Materials for water
distribution pipes and tubing shall be brass,
copper water tube, minimum Type M, stainless
steel water tube, minimum Grade H lead or cast
iron pressure water pipe, all to be installed
with the appropriate approved fittings.
' (b) Under Ground - Inaccessible water
distribution piping under floor slabs shall be
minimum Type L copper tubing, brass, lead, or
cast iron pressure water pipe, all to be installed
with the appropriate approved fittings.
"Section 1301.3 - Above Ground Piping within
Buildings and Piping in Race Ways or Tunnels -
Change paragraph (a) to read as follows:
(a) Soil and waste piping for drainage
systems shall be cast iron, lead, brass or
copper tube, plastic piping, or borosilicate
glass.
"Section 1301.4 - Under Ground Piping within
Buildings - Change paragraph (b) to read as
follows:
(b) For buildings over six (6) stories
in height the underground pipe shall be extra
heavy cast iron soil pipe, lead or Type K
copper.
"Section 1401.3 - Piping Above Ground - Change
section to read as follows:
Vent piping shall be cast iron, lead, brass,
copper pipe, copper tube of a weight not less
than that of copper drainage tube Type DWV,
plastic piping or borosilicate glass."
Section 3. This Ordinance shall take effect upon passage.
