10-27-2005 Agenda Backup Amending Probationary PeriodsMEMORANDUM TO: FROM: SUBJECT: DATE: Honorable Mayor & Village Council Mark Bates, Village Manager Resolution Amending Village Personnel Rules & Regulation - Sectian 6.02(b} Probationary Periods October 27; 2005 To assess the work performance of a new employee or a transferred/promoted employee, the Village utilizes a probationary period. Currently, new general employees are evaluated during a 90 day probationary period, and while a few employees will settle into theirpositions before the end ofthis period, more are likely to need additional time. Ninety days is too short for adequately evaluating a new employee's overall performance. The Village's Personnel Rules and Regulations direct a 180 day probationary period for Department Heads and the F.P.E. collective bargaining unit recently negotiated a change in probationary periods from 90 to 180 days. in order to lessen confusion and establish equality to ali general employees, it is recommended that Section 6.02(b) of the Village's Personnel Rules and Regulations be amended by removing the current "ninety {90) calendar days" and inserting "one hundred eighty (180) calendar days," thereby allowing all general employees to receive the same probationary period. RESOLUTION A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ~1.MENDING THE PROBATIONARY PERIODS CHAPTER. OF THE PERSONNEL RULES AND REGULATIONS OF THE VILLAGE OF NORTH PALM BEACH; AND, PROVIDING FOR AN EFFECTIVE DATE. BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA: Section 1. Chapter 6. Probationary Periods of the Village of North Palm Beach Personnel Rules and Regulations is hereby amended to read as follows: "6.02 DURATION: Every person appointed, promoted or transferred to a regular vacant position shall be required to successfully complete a probationary period. The probationary period shall begin immediately upon appointment and shall continue as follows: a. All department heads -one hundred eighty {180) calendar days; b. Other employees r;r°*•~ ~°~'~' one hundred eighty~180) calendar days; Due to extenuating circumstances, the probationary period may be extended or shortened based upon the individual's performance as recommended by Department Heads and approved by the Village Manager. c, Ail Public Safety Personnel -three hundred and sixty-five {365) calendar days." Section 2. All Resolutions or parts of Resolutions in conflict herewith are hereby repealed. Section 3. This resolution shall take effect immediately upon its adoption.
