MINUTES OF THE SPECIAL EMERGENCY SESSION
• OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA
HELD THURSDAY, SEPTEMBER 27, 2004

ROLL CALL
Mayor Noel called the meeting to order at 5:11 p.m. p.m. All members of Council were present,
except Councilman Rennebaum. All members of staff were present.
ALCOHOL SALES BAN
Discussion took place regarding a ban on alcohol sales. Consensus of the Council was not to ban
alcohol sales.
CURFEWS
Discussion ensued concerning curfews. Curfews will be renewed on a day-to-day basis, as
necessary, and will be confirmed at the next Regular Session of the Village Council.
FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) MEMORANDUM OF
UNDERSTANDING
Discussion took place regarding a request from FEMA to use the Community Center as a
regional disaster recovery center and distribution center. After extensive discussion, the Council
agreed by consensus that Village facilities do not have the capacity for a regional distribution
and disaster recovery center.
RESOLUTION 64-2004 ADOPTED - DECLARING A STATE OF EMERGENCY
Mr. Baldwin opined that a section be added to the resolution to read "All resolutions in conflict
are hereby repealed."
• President Pro Tem O'Meilia moved that Resolution 64-2004 be read by title only. Vice Mayor
Eissey seconded the motion, and all present voted aye.

• Councilman Norris moved that Resolution 63-2004 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, DECLARING A STATE OF LOCAL EMERGENCY
be adopted, including -the language specified by the Village Attorney. Vice Mayor Eissey
seconded the motion, which passed unanimously.
ADJOURNMENT
With no further business to come before the Council, the meeting adjourned at 5.43 p.m.
