03-30-2004 VC SP-M• MINUTES OF THE SPECIAL SESSION OF THE VILLAGE COUNCII. OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MARCH 30, 2004 Present: Donald G. Noel, Mayor Dr. Edward M. Eissey, Vice Mayor Charles R. O'Meilia, President Pro Tem David B. Norris, Councilman Robert F. Rennebaum, Councilman Dennis D. Redmond, Village Manager Kathleen F. Kelly, CMC, Village Clerk Absent: ROLL CALL George W. Baldwin, Village Attorney Mayor Noel called the meeting to order at 7:00 p.m. All members of Council were present. All members of staff were present except Village Attorney George Baldwin. PURPOSE OF THE SPECIAL SESSION The purpose of the Special Session was to hear presentations for Village Engineering services and to rank the proposals for purposes of negotiating a contract with the number one ranked firm, followed by setting of the Village Council Goals and Objectives for 2004-2005. PRESENTATIONS BY ENGINEERING FIRMS Ten-minute presentations were given to the Village Council by the following firms: Arcadis - LNW East Bay Group, Inc. McMahon Associates, Inc. SFRN, Inc. A five-minute question and answer period was held following each presentation. Councilman Norris moved to rank the top three companies, as follows: SFRN, Inc., No. 1; Arcadis- LNW, No. 2; and East Bay Group, Inc., No. 3. President Pro Tem O'Meilia seconded the motion, and all present voted aye. Staff was directed to expedite negotiations. RECESS The meeting recessed at 8:30 p.m. and reconvened at 8:40 p.m. GOALS AND OBJECTIVES • The Goals and Objectives for FY 2004-2005 were _ established, as follows: 1. Provide permanent fully staffed Public Safety station north of the Intracoastal Waterway C. Promote strict law enforcement and community involvement D. Encourage high standards for overall appearance of the community 2. Improve the Utilization and Operation of the Country Club for the Benefit of All Village Residents A. Establish more Village events B. Update/improve golf course C. Review organization/management structure D. Continue to promote Village residents to use Country Club facility (golf, tennis, pool & restaurant, and programs for family use) E. Enhance financial strength 3. Enhance the Spirit and Participation of our Community A. Encourage Village resident participation in programs & events B. Improve communication with businesses; encourage participation of businesses in Village events C. Establish teen center/programs D. Encourage Village volunteer service programs 4. Improve the Overall Appearance of the Village A. Improve code compliance and education B. Enhance Village entrance features and signs (Village logos) C. Improve maintenance, appearance and landscaping of Village properties and roads D. Plan beautification and reconstruction of Prosperity Farms Road E. Support Northlake Boulevard Task Force 5. Improve the Operation and Effectiveness of Village Departments A. Improve communication and response to public; encourage suggestions from the public B. Improve interdepartmental communications and cooperation Vice Mayor Eissey moved to approve the Village Council Goals and Objectives for 2004-2005. Councilman Norris seconded the motion, and all present voted aye. ADJOURNMENT With further business to come before the Council, the meeting adjourned at 9:45 p.m. ~~ 2
