07-19-2004 VC SP-MMINUTES OF THE SPECIAL MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD MONDAY, JULY 19, 2004 Present: Donald G. Noel, Mayor Dr. Edward M. Eissey, Vice Mayor Charles R. O'Meilia, President Pro Tem David B. Norris, Councilman Robert F. Rennebaum, Councilman Dennis D. Redmond, Village Manager Kathleen F. Kelly, CMC, Village Clerk ROLL CALL Mayor Noel called the meeting to order at 6:32 p.m. All members of Council were present. All members of staff were present except Village Attorney George Baldwin. The purpose of the Special Meeting was to discuss the evaluations of the Village Manager and the Village Clerk, and to determine the salaries for both positions for the Fiscal Year 2004-2005. EVALUATIONS OF VILLAGE MANAGER AND VILLAGE CLERK Vice Mayor Eissey prefaced his motion by saying that he is vehemently opposed to the current method of evaluating employees in public, and said that he would not be discussing his evaluations in public, but would discuss them in private with both the Manager and the Village Clerk. He then moved that a new procedure be placed on a Workshop agenda for discussion by the Village Council. Councilman Norris seconded the motion. During discussion, it was noted that this issue can be put on an agenda at any time by any Council member, at which time Dr. Eissey withdrew the motion. The consensus of Council was to conduct this year's evaluations privately, on a one-on-one basis. This will be placed on a Workshop Agenda in the near future. Village Manager Dennis Redmond then addressed the Council and tendered his resignation, citing health issues and management issues with various departments in the Village. Mr. Redmond said his resignation would be effective when his medical condition is determined. Mr. Redmond also reported that the budget for the upcoming year is completed, and that it will be necessary to raise the millage. Mr. Redmond stated that the Village offers better than average services, and must therefore raise its taxes higher than the average. Mayor Noel asked Mr. Redmond to come back after his medical evaluation is completed and discuss and reconsider resignation. Minutes of Special Session Held Monday, July 19, 2004 By consensus, the Council agreed that the Village Clerk's evaluations also would not be conducted at this public meeting. SALARIES FOR 2004-2005 President Pro Tem O'Meilia moved to base merit raises on the distribution of 0 to 5, as is done with other employees. Councilman Norris seconded the motion. During discussion, Councilman Norris stated that he would want to know what the actual dollar figures are, rather than just the percentages. President Pro Tem O'Meilia withdrew his motion. Vice Mayor Eissey moved that the actual numbers be obtained and then put into the Executive and Clerk's portion of the budget on the night those are discussed. Councilman Norris seconded the motion, and all present voted aye. ADJOURNMENT With no further business to come before the Council, the meeting adjourned at 7:15 p.m. ~~~/' ~'~ athleen F.
