OF THE VILLAGE COUNCIL
OF NORTH PALM BEACH, FLORIDA
HELD THURSDAY, JULY 22, 2004

ROLL CALL
Mayor Noel called the meeting to order at 6:45 p.m. All members of Council were present. The Village
Clerk and Village Attorney were present.
The purpose of the Special Meeting was to discuss replacement of the Village Manager, if necessary.
Mayor Noel began by stating that he called this Special Meeting to discuss the current Village Manager
situation and to provide for continued management of the Village.
The resignation offered by Village Manager Dennis Redmond on July 19`'' without an effective date was
discussed. Mayor Noel proposed that the Council allow Mr. Redmond to take sick leave until
approximately August 2, 2004 and then require a signed letter stating his intent.
Mayor Noel also reminded the Council that the Consultant, Colin Baenziger, had guaranteed a 12-month
placement when Mr. Redmond was hired, and therefore owes the Village another search. The Council
will have to decide whether to do another national search, a regional search, or a local search. Another
option would be to use the short list developed after the last search.
Village Attorney George Baldwin told the Council that the Manager's contract requires sixty days
written notice, and suggested that a letter be sent under the Mayor's signature asking for clarification of
his position to be submitted in writing. Mr. Baldwin further opined that no formal action by the Council
should be taken prior to Mr. Redmond sending written notice.
The consensus of Council was to allow Mr. Redmond to assess his medical status and to then make his
decision regarding resignation.

Minutes of Special Session
Held Thursday, July 22, 2004
• The Council was to hand-deliver a letter to Mr. Redmond on Friday, July 23, 2004 prior to Mr.
Redmond leaving on a planned trip.
As required by our Administrative Code, the Council has a letter from Mr. Redmond designating
Assistant Manager Doug Smith as Acting Village Manager in the absence of the Manager.
ADJOURNMENT
With no further business to come before the Council, the meeting adjourned at approximately 7:05 p.m.
