09-08-2004 VC PH-MMINUTES OF THE PUBLIC HEARING • OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD WEDNESDAY, SEPTEMBER 8, 2004 Present: Donald G. Noel, Mayor Dr. Edward M. Eissey, Vice Mayor Charles R. O'Meilia, ,President Pro Tem David B. Norris, Councilman Robert F. Rennebaum, Councilman Doug Smith, Acting Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, CMC, Village Clerk ROLL CALL Mayor Noel called the meeting to order at 7:00 p.m. All members of Council were present. All members of staff were present. PURPOSE OF THE PUBLIC HEARING The purpose of the Public Hearing was to hear comments from the public on the operating budget for Fiscal Year 2002-2003, including the North Palm Beach Country Club. STATEMENT OF PERCENTAGE INCREASE IN MIL,LAGE OVER THE ROLLED-BACK RATE Mayor Noel announced that the proposed millage is 7.27, which is 16.3% more than the rollback figure of 6.2517. This year's proposed millage rate of 7.276.80 is 6.91% more than the 2003- 2004 millage rate of 6.80. The three main purposes for which ad valorem tax revenues are being increased are as follows: 1) budgeting and financing of vehicles and equipment in Public Safety and Public Services Department; 2) street paving and storm drainage repairs; and 3) overall increase in operating and personnel costs COMMENTS FROM THE PUBLIC There were no comments from the public. ADOPTION OF TENTATIVE BUDGET Vice Mayor Eissey moved to adopt the tentative operating budgets for Fiscal Year 2004-2005, including the North Palm Beach Country Club.
