ROLL CALL
Mayor Noel called the meeting to order at 7:04 p.m. All members of Council were present. All
members of staff were present.
RESOLUTION 53-2004 ADOPTED -DECLARING STATE OF LOCAL EMERGENCY WITHIN
THE VILLAGE
Vice Mayor Eissey moved that Resolution 53-2004 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, DECLARING A STATE OF LOCAL EMERGENCY
Be read by title alone. President Pro Tem O'Meilia seconded the motion, and all present voted aye.
During discussion, the Council praised staff and Village employees for a job well done during the state of
emergency, and suggested that thanks be passed on to employees in their paychecks. Additionally, a letter
of thanks may be included in the Village Newsletter.
Vice Mayor Eissey moved that Resolution 53-2004 be adopted. President Pro Tem O'Meilia seconded the
motion, and all present voted aye.
RESOLUTION 54-2004 ADOPTED - CONFIRMING CURFEW DURING STATE OF
EMERGENCY
Vice Mayor Eissey moved that Resolution 54-2004 entitled:

Held Wednesday, September 8, 2004
• A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
Florida, CONFIRMING A DECLARATION OF A STATE OF EMERGENCY, AND AUTHORIING
THE SETTING OF A CURFEW AND DESIGNATING CERTAIN AREAS OFF LIMITS
Be read by title alone. President Pro Tem O'Meilia seconded the motion, and all present voted aye
Vice Mayor Eissey moved that Resolution 54-2004 be adopted. Councilman Norris seconded the
motion.
During discussion, President Pro Tem O'Meilia moved to amend by adding language in Section 2 to
include curfew from 10 p.m. to 6 a.m. for September 8, 2004. Vice Mayor Eissey seconded the motion,
and all present voted aye.
Thereafter, the original motion, as amended, passed 5-0.
TENNIS COURT RESURFACING BIDS REJECTED
Vice Mayor Eissey moved to reject bids submitted to the Village Council and discussed on August 26,
2004 at Workshop Session for resurfacing of tennis courts and overhead irrigation installation at the
North Palm Beach Country Club. President Pro Tem O'Meilia seconded the motion, and all present
voted aye.
Prior to adjournment, a status report on hurricane cleanup was given by Acting Village Manager Doug
Smith. Discussion ensued regarding cleanup of swale areas. It was clarified that homeowners are
responsible for downed trees in their Swale and will have to cut them up and remove the stump that is
left, but the Village will haul it away. If a Swale tree falls into the road, the section in the road will be
cut off and hauled away by public services to clear the roads for traffic.
ADJOURNMENT
With no further business to come before the Council, the meeting adjourned at 7:34 p.m.
