MINUTES OF THE PUBLIC HEARING
OF THE VILLAGE COUNCIL
OF NORTH PALM BEACH, FLORIDA
HELD WEDNESDAY, SEPTEMBER 23, 2004

ROLL CALL
Mayor Noel called the meeting to order at 7:02 p.m. All members of Council were present. All
members of staff were present.
PURPOSE OF THE PUBLIC HEARING
The purpose of the Public Hearing was to hear comments from the public on the operating
budget for Fiscal Year 2004-2005, including the North Palm Beach Country Club.
STATEMENT OF PERCENTAGE INCREASE IN MIL,LAGE OVER THE ROLLED-BACK

Mayor Noel announced that the proposed millage is 7.27, which is 16.3% more than the rollback
figure of 6.2517. This year's proposed millage rate of 7.276.80 is 6.91% more than the
2003-2004 millage rate of 6.80. The three main purposes for which ad valorem tax revenues are
being increased are as follows: 1) budgeting and financing of vehicles and equipment in Public
Safety and Public Services Department; 2) street paving and storm drainage repairs; and 3)
overall increase in operating and personnel costs.
COMMENTS FROM THE PUBLIC
Manny Grinn, 536 Greenway Drive, addressed the Council regarding the September 10, 2004
Village Newsletter that contained an error which stated Village taxes would increase by $47.00
for every $1,000 of assessed value. It should have read $47.00 per $100,000.
Hank Haeseker, 808 Harbour Isles Place, spoke on behalf of the Homeowners' Association of
Harbour Isles, Inc. and submitted a copy of his evaluation of the proposed budget. Mr. Haeseker
was opposed to the increase in the millage, and suggested that the budgeted reserves be reduced
by $700,000 and that the millage rate remain the same as in 2004. It was suggested to Mr.
• Haeseker that he meet with the Finance Director regarding the reserves, which does not contain
unappropriated or surplus funds, but actually is projected spending for particular items.

RESOLUTION 57-2004 ADOPTED -MILEAGE
Councilman Rennebaum moved that Resolution 57-2004 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, LEVYING A TAX ON REAL AND PERSONAL PROPERTY LOCATED
WITHIN THE CORPORATE LIMITS OF THE VILLAGE OF NORTH PALM BEACH ON
JANUARY 1, 2004, FIXING THE TOTAL VALUATION THEREON AND THE TAX
MILEAGE RATE THEREON FOR SAID TAX YEAR; AND REPEALING ALL
RESOLUTIONS IN CONFLICT WITH THIS RESOLUTION
Councilman Norris seconded the motion. The motion passed 4-1, with Councilman Rennebaum,
Councilman Norris, President Pro Tem O'Meilia and Mayor Noel voting aye, and Vice Mayor
Eissey voting nay.
ORDINANCE 25-2004 ENACTED -BUDGET FOR FISCAL YEAR 2004-2005
Vice Mayor Eissey moved that Bill 1149 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ADOPTING
BUDGETS FOR THE FISCAL YEAR OCTOBER 1, 2004, TO SEPTEMBER 30, 2005, BOTH
INCLUSIVE, FOR THE VILLAGE OF NORTH PALM BEACH GENERAL FUND,
INCLUDING DEBT RETIREMENT, AND FOR THE NORTH PALM BEACH COUNTRY
CLUB REVENUE FUND; AND REPEALING ALL ORDINANCES IN CONFLICT WITH
THIS ORDINANCE
Be placed on second read and read by title alone. Councilman Norris seconded the motion, and
all present voted aye.
Councilman Norris moved that Bill 1149 be enacted as Ordinance 25-2004. President Pro Tem
O'Meilia seconded the motion. The motion passed 4-1, with Councilman Norris, President Pro
Tem O'Meilia, Mayor Noel and Councilman Rennebaum voting aye, and Vice Mayor Eissey
voting nay.
ADJOURNMENT
With no further business to come before the Council, the meeting adjourned at 7:30 p.m.
