MINUTES OF WORKSHOP SESSION OF THE
VILLAGE COUNCIL OF NORTH PAIM BEACH,. FIARIAA

Mayor Marks called the Workshop Session to order at 8:35 p.m. All
members of the Council and Staff were present.
A discussion was held concerning figures on the R.O.F, account and
capital expenditures. Councilman Brown suggested that a portion of
the $8,900 unappropriated Golf Course Assesanent Revenues might be
spent to plant a very large tree in front of and just to the right
of, just across the road fran the lady's tee, which on a line fran
the men's tee, blanks the Pro Shop and would discourage anyone
trying to hit a long hook over there; that this might blank off the
tennis courts and particularly, the Pro Shop from the 1st tee. He
has asked Steve and Paul to look into what kind of full size tree
could be planted. The Mayor noted that realignment of the course
had been discussed; either starting at ~k10, as #1, and making the
back nine the front nine, or starting at ~~13 and making that as ~~1,
and by the time they get to the first tee, they should bewarmed-up
enough that they are not going to put them over there. as mach. The
Mayor agreed that we could use the tree. He stated that there has
been talk about the driving range being leased and it would be to the
lessee's advantage' if the 1st tee were near the driving range so that
they could make some money. If there were enough money to put up a
cinderblock place for storage, he might be able to move some stuff
out of the Country Club. The Mayor stated that he would like to see
the Country Club Advisory Board work this all up completely at their
next meeting; consult the golf pro and discuss realigr<nelt of the
course; that there were plans arotmd some place starting at the ~~13
tee. This item will appear an the Regular agenda of 2-12-81 (an
ordinance amending the 1980-81 Budget Ordinm~tce).
A brief discussion was held concerning districting for future Village
elections. Councilwoman Nolan stated that this item had been
brought to her attention by several people. They are talking abour_
equal representation. Her thoughts on it, if they do district it,
that you run from your district but the Village as a whole, rotes
for a particular person. Vice Mayor Moore stated that he thinks
that if people are interested in running to serve on the Council,
in a Village as small as this is, then districting is not going to
do us a bit of good. President Pro Ten Valente said with an election
just two months away, it would be more confusing at this point and
it might be brought up and discussed at a later date. Councilman
Brown stated that he didn't think that one could set the districts
to make anybody happy; that it would be a bad policy and a constant
source of irritation. Mayor Marks felt that if you are going to
district, they should be elected from the district.
The purchases of one agricultural-type tractor and set of ro~~
mowers that pull behind it in the t of $16,500, and one ~-gang
' reel mower in the amount of $5,995, were discussed. Paul Widener
described the four types of mowers used on the golf course.
Toro Outfront Rotary Mower -Cuts longer grass around trees and where
tFie wig rough mower can't get in.
BiR Rotary Rough Mower -This cuts 15' wide; set high for the rough
cnowulg.
Jacobsen 3-Ga Reel Plower -Cuts where the big Hustler fairway mower
can t get ~n; aroun t e greens, traps, clubhouse, driving range, and
trees.
Hustler Fairway Mower -This big reel-type newer cuts 17' wide; in
