SEPTEMBER 21, 2006
Present: David B. Norris, Mayor
William Manuel, President Pro Tem
Charles R. O'Meilia, Councilman
Darryl Aubrey, Councilman
Mark Bates, Village Manager
Melissa Teal, CMC, Village Clerk
Absent: Dr. Edward M. Eissey, Vice Mayor
ROLL CALL
Mayor Norris called the meeting to order at 7:00 p.m. All members of Council were present,
except Vice Mayor Eissey, who had a meeting conflict. All members of staff were present,
except the Village Attorney.
The purpose of the meeting was to discuss Saturday morning tee times at the golf course, as well
as a request by the North Palm Beach Country Club Women's Golf Team to continue
participation in the Palm Beach County Ladies Team League.
Discussion took place concerning the request ofthe North Palm B-each Country Club Women's
Golf Team that their opponents be allowed to pay only cart fees at the guest rate. Mr. Bates
noted that the members of the Women's Golf Team are required to be members of the North
Palm Beach Country Club Women's Golf Association (WGA). Mr. Bates reported that this
request would be for eight people at seven events. Mr. Bates advised that the Country Club
Advisory Board voted unanimously to grant the request. Councilman Aubrey moved to accept
the recommendation of the Country Club Advisory Board. Councilman O'Meilia seconded the
motion. During discussion, Mr. Bates opined that establishment or waiving of fees should be
done by policy of the Village Council, after receiving the recommendation of the Country Club
Advisory Board. Brief discussion ensued on the Country Club Rules and Regulations.
Mr. Bates advised that these are under review, with a final draft to be brought before the Country
Club Advisory Board at its next meeting. Thereafter, the motion passed unanimously.
Discussion was held on Saturday tee times. Mr. Bates reported receiving inquiries from new and
existing members as to whether the standing tee times for workers who are members of the Club
would be continued. Mr. Bates suggested that there could be a standard seven day advanced tee
time, with the exception of Saturday and Sunday morning, so that one with a Saturday morning
tee time would not be able to make another tee time until Sunday, thereby allowing someone
who is not playing that Saturday to have a better chance of obtaining a tee time for the next
Saturday morning. Mr. Bates advised that this policy would apply to all members. Mr. Bates
• advised that the Country Club Advisory Board was willing to try this policy.
MINUTES OF SPECIAL SESSION HELD SEPTEMBER 21, 2006
Discussion ensued on outside play on Saturdays. Country Club Director Mickey Neal reported
• that staff will reserve 3 tee times per hour for outside play.
Councilman O'Meilia moved to leave tee times on Saturday morning the way it has been -that
members can call in seven days in advance. President Pro Tem Manuel seconded the motion,
and all present voted aye.
ADJOURNMENT
There being no further business to come before the Council, the meeting adjourned at 7:42 p.m.
