A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
NORTH PALM BEACH, FLORIDA, ADOPTING A POLICY FOR THE
ACQUISITION AND USE OF CELLULAR TELEPHONES WITHIN THE
VILLAGE, WHICH POLICY IS SET FORTH IN EXHIBIT "A" ATTACHED
AND MADE PART OF THIS RESOLUTION; AND, PROVIDING FOR AN
EFFECTIVE DATE.
BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA:
Section 1. The Village Council of the Village of North Palm Beach, Florida, does
hereby adopt a policy for the acquisition and use of cellular telephones within the Village, which
policy is set forth in Exhibit "A" attached and made part of this resolution.
Section 2. This resolution shall take effect immediately upon its adoption.

CELLULAR TELEPHONE POLICY
Introduction
The purpose of this policy is to provide guidelines regarding the acquisition and use ofi Viiiage
issued cellular telephones.
A. Eligibility
The number of cellular phones for each department will be those authorized in the
Village budget.
B. Cellular Phone Authorization
1. Requests for cellular service shall be submitted for consideration in the annual
budget process.
2. Changes to the existing monthly calling plans (i.e. increase or decrease in
monthly minutes) of authorized cellular phones must be approved by the Village
Council.
C. Cellular Phone Use
1. Cellular telephone equipment is intended to be used to facilitate the conduct of
official Village business.
2. Any personal calls made or received on Village cellular phones shall be brief in
the amount of time, few in number, and must not interfere with on-the-job duties.
No private business calls will be allowed on Village cel-ular phones.
3. The use of cellular telephones to transmit or receive inappropriate
communication is strictly prohibited and may result in disciplinary action. In
appropriate communication includes, but is not limited to: discriminatory, hostile,
suggestive, obscene, harassing, or otherwise unsuitable language and content.
D. Recordkeeping and Reimbursement
1. Rhone numbers on th e cellular phone bill that are legally protected must be
blacked out on the bill by the user with an explanation included next to each
blacked out number.
2. Users are required to reimburse the Village for all calls made above the monthly
minutes provided in the plan paid for by the Village. The maximum amount paid
by the Village for a cell phone plan is $60.00 per month. Reimbursement from
users shall be submitted to the Finance Department when the monthly cellular
phone bill is submitted for payment by the Village

3. Department Heads or their designee will review the monthly cellular phone bills
for their department. By signing the bill and submitting it to the Finance
Department, the Department Head or designee acknowledges he or she has
reviewed and approved the cellular telephone usage.
E. Safety
For safety reasons, use of a Village cellular phone while driving is prohibited in other
than emergency sitiaatioiis where tiliie is of t he essence and pulling over safely is not an
option.
F. Disciplinary Action
Cellular phone users are responsible for following the Village cellular telephone policy.
Violations of the policy may result in:
1. Removal of cellular phone privileges as determined by the Village Manager or
his/her designee.
2. Disciplinary action, up to and including termination of employment.
G. Employee Acknowledgement
All Village employees that are assigned aVillage-issued cellular telephone will be
provide a copy of this policy and shall acknowledge receipt and understanding of the
provisions outlined herein.
