2004-048 Supports Half-Cent Sales Tax ReformRESOLUTION 48-2004
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, SUPPORTING A REFERENDUM TO BE HELD ON NOVEMBER 2, 2004 FOR THE
LEVY OF A DISCRETIONARY HALF CENT SALES TAX BY THE SCHOOL BOARD OF PALM
BEACH COUNTY FOR THE PURPOSE OF FINANCING A COMPREHENSIVE PLAN TO
CONSTRUCT AND RENOVATE PUBLIC SCHOOLS COUNTYWIDE.
WHEREAS, the Village of North Palm Beach recognizes the value of providing the best education to its
students, the future leaders of the community; and
WHEREAS, the School Concurrency Interlocal Agreement was approved in January 2001 which
establishes aCounty-wide public school concurrency process to limit public school overcrowding; and
WHEREAS, the School District of Palm Beach County has established a partnership with the County and
26 municipalities to improve education; and
WHEREAS, the School District Planning Department, with extensive input from the local planning
directors, has determined that 15 new schools and 27 replacement schools are needed within the next five
years; and
WHEREAS, the construction program requires an additional alternative funding source; and

WHEREAS, the School Board thoroughly examined funding source options and decided that ahalf--cent
sales tax approval would save approximately $300 million in debt service cost; and
WHEREAS, on April 28, 2004 the League of Cities unanimously voted to support the referendum for a
half-cent sales tax increase; and
WHEREAS, public schools are vital to the health and welfare of a community.
BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA:
Section 1. The Village Council of the Village of North Palm Beach, Florida, hereby adopts the
Resolution supporting the referendum for a surtax of '/2 cent per dollar for the purpose of financing a
Comprehensive Plan to construct and renovate public schools countywide.
Section 2. This Resolution shall be effective upon adoption.
