2004-072 Yacht Club Drive Bulkhead Repair - SFRN $20,000RESOLUTION N0.72-2004 • A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, APPROVING THE PROPOSAL OF SFRN, INC., ENGINEERS, SURVEYORS, GIS MAPPERS, FOR THE STRUCTURAL DESIGN AND GEOTECHNICAL ENGINEERING SERVICES, TOPOGRAPHIC SURVEY, UTILITY AND PROJECT COORDINATION AND CONSTRUCTION ADMINISTRATION FOR THE YACHT CLUB DRIVE BULKHEAD REPAIR IN AMOUNT OF $20,000.00, WHICH PROPOSAL IS ATTACHED AS EXHIBIT A AND MADE PART OF THIS RESOLUTION; AND, PROVIDING FOR AN EFFECTIVE DATE. BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA: Section 1. The Village Council of the Village of North Palm Beach, Florida, does hereby approve the proposal of SFRN, Inc., Engineers, Surveyors, GIS Mappers, for the structural design and geotechnical engineering services, topographic survey, utility and project coordination and construction administration for the Yacht Club Drive bulkhead repair in amount of $20,000.00, which proposal is attached as Exhibit z~Ac~ and made part of this Resolution. Section 2. This resolution shall take effect immediately upon its adoption. DRl~fr R! ~L~HE~II~ ~1~1V ~ ~ 1004 SFRN PROJECT #03045.09P Dear Doug, Thank you for meeting me on the project site to review the failed bulkhead at Yacht Club Drive and the Marina flow-through canal. As we observed, the existing concrete bulkhead across the end of the canal (approximately 80 LF) has structurally failed with the cap portion, fill material behind the wall and adjacent sidewalk falling waterward with the. wall. Upon subsequent. review with a structural engineer, Mr. Alan _. Gerwig, P.E. (resume attached) we have determined that the failed wall will need to be replaced and that it should be considered an urgent situation. The failed wall and fill material behind the wall appear to have stabilized after the initial movement. Village Staff should continue to monitor the movement daily to ensure no farther sloughing of fill material occurs that would endanger the adjacent roadway. SFRN, in conjunction with Alan Gerwig & Associates, proposes to professionally design and prepare a set of construction drawings suitable for replacement of the bulkhead in essentially the same alignment and grade as the original structure. The following scope of work and fee are outlined. SCOPE OF SERVICES 1. Structural Design Service Professional engineering design services required to design a replacement concrete sheet pile wall located on the south side of Yacht Club Drive. The replacement will match the existing wall length of approximately 80 LF and will consist of battered king piles and pre-cast concrete sheet piles. Construction specifications will be placed on the plan sheets. Construction details, wall geometry (horizontal and vertical) existing topographic features will be presented on the plan sheets. Services will include the necessary geotechnical engineering services to support the design effort. Total Price $10,500.00 2. Topographic Survey Collect topographic features of affected area and research existing right-of- way and property lines for use as a base map. Total Price $2,500.00 3. Utility Coordination Collect all known utility facilities including water and sewer mains; FPL, BellSouth, gas, CATV, drainage, etc. to represent on the construction plans. Total Price $1,000.00 4. Project Coordination Assist the Town in obtaining a qualified contractor through an existing "piggyback" contract with another local government agency. Total Price $1,000.00 5. Construction Administration Conduct on-site observations of the work to insure proper construction and to provide Engineer-of-Record Certification. The estimated number of site visits is ten (10) but could vary according to site conditions, etc. Total Price $5,000.00 6. Permitting Normal environmental permitting is not anticipated for this project. We have obtained the "Emergency Authorization from the Florida Department of Environmental Protection for repairs, replacement, restoration, and certain other measures made necessary by Hurricane Frances". The cost of these fees and any costs incurred by the office for printing, reproduction and other reimbursable expenses such as long distance telephone calls, facsimile, postage, travel and document copy charges will be billed to the client monthly.
