Consider a motion to enact Bill 1217 as Ordinance 2006-23. ACTION Regular Session Agenda Thursday, October 26, 2006 BILL 1218 – 1ST READING OF ORDINANCE AMENDING CODE TO ALLOCATE DUTIES 2. OF DEPT. OF PUBLIC SERVICES TO DEPT. OF PUBLIC WORKS AND DEPT. OF COMMUNITY DEVELOPMENT AND CLARIFYING CHARTER REFERENCE Consider a motion to approve first reading of Bill 1218, a proposed ordinance amending the Village Code of Ordinances to reflect the elimination of the Dept. of Public Services and allocating its duties between the Dept. of Public Works and Dept. of Community Development; clarifying that Charter reference to Dept. of Public Services shall apply to both newly created departments. ACTION BILL 1219 – 1ST READING OF ORDINANCE – DOMANI P.U.D. 3. Consider a motion to approve first reading of Bill 1219, a proposed ordinance amending Ordinance 14-2005 to provide for adoption by resolution of timeframes for construction of infrastructure improvements and residential units within the Domani Planned Unit Development ACTION BILL 1220 – 1ST READING OF ORDINANCE – DEFINED CONTRIBUTION PENSION PLAN 4. Consider a motion to approve first reading of Bill 1220, a proposed ordinance approving the creation of a defined contribution pension plan for as an alternative choice for Village employees. ACTION BILL 1221 – 1ST READING OF ORDINANCE – NON-PROFIT GROUP PLAY FEE INCREASE 5. Consider a motion to approve first reading of Bill 1221, a proposed ordinance amending the 2006-07 Country Club Enterprise Fund Budget to increase fee for non-profit group play from $35.00 to $55.00; limiting non-profit group play events to Country Club summertime “afternoon special” play. ACTION D. CONSENT AGENDA The Consent Agenda is for the purpose of expediting issues of a routine or pro-forma nature. Councilmen may remove any item from the Consent Agenda, which would automatically convey that item to the Regular Agenda for separate discussion and vote. Resolution 1. authorizing purchase of one ID500 Child ID System to be used by the Public Safety Dept. to provide children’s identification and fingerprint data for safety purposes, in the amount of $11,695.50 from Cross Match Technologies, Inc. Resolution 2. authorizing purchase of one Dodge Ram 2500 Utility Truck, in an amount not to exceed $24,359 from Maroone Dodge of Miami; declaring existing 1999 utility truck #41 as surplus property and authorizing its disposal. 3. OTHER VILLAGE BUSINESS MATTERS RESOLUTION – GOLF COURSE GREENS MAINTENANCE TECHNICIANS 1. Consider a motion to adopt a proposed resolution authorizing the hiring of 2 additional full-time greens maintenance technicians for the golf course and adding the positions to the approved pay plan. ACTION RESOLUTION – EMERGENCY JOINT PARTICIPATION AGREEMENT WITH FDOT 2. Consider a motion to adopt a proposed resolution approving an Emergency Joint Participation Agreement with the FL Dept. of Transportation for reimbursement of expenses related to Hurricane Wilma debris removal. ACTION RESOLUTION – ESCROW AGREEMENT WITH PBC CLERK AND COMPTROLLER 3. Consider a motion to adopt a proposed resolution approving an Escrow Agreement with Palm Beach County Clerk and Comptroller to establish an escrow account for payment of recording fees. ACTION RESOLUTION – CONSTRUCTION SERVICES AGREEMENT FOR POOL DECK 4. Consider a motion to adopt a proposed resolution authorizing the Mayor and Village Clerk to enter into an agreement for construction services for decking work at the NPB Pool facility. ACTION MOTION – MONUMENT SIGN FOR VILLAGE FACILITIES 5. Consider a motion to approve sign design, lettering size and color, and sign base color, style and texture for a standardized monument sign to be used at Village facilities. ACTION F. This agenda represents the tentative agenda for the scheduled meeting of the Village Council.
