BOARDS REGULAR SESSION AGENDA – THURSDAY, JANUARY 22, 2004 VILLAGE MANAGER’S REPORT 10. EX PARTE COMMUNICATIONS 11. ORDINANCES 12. BILL 1124 – BUDGET AMENDMENT – ESTABLISHING ESCROW ACCOUNT FOR a. FEES. Consider a motion to approve second reading and enactment of Bill 1124, a proposed ordinance amending the General Fund Budget for FY 2003-2004 by deleting the revenue line item budget account A0618-03300 Engineering/Planning Fee budgeted to be received from developers to arrange professional services and establishing an escrow account to do the same. Enact Bill 1124 as Ordinance No. __________. ACTION BILL 1125 – AMENDING CODE TO ALLOW DOG PARK. b. Consider a motion to approve second reading and enactment of Bill 1125, a proposed ordinance amending Section 4-27(b) of Article II, Dogs and Cats, of Chapter 4, Animals and Fowl, of the Code; providing for and allowing dogs in those portions of public parks that have been set aside by the Village Council for exclusive usage as a dog park. Enact Bill 1125 as Ordinance No. __________. ACTION RESOLUTIONS 13. RESOLUTION – AUTHORIZING INTERLOCAL AGREEMENT WITH SOLID WASTE a. AUTHORITY FOR RECYCLING. Consider a motion to adopt a resolution authorizing the Mayor and Village Clerk to enter into an Interlocal Agreement for municipal recycling with the Solid Waste Authority of Palm Beach County for continuation of a recycling program within the Village. ACTION WACHOVIA BANK LOAN. b. Consider a motion adopting a resolution authorizing loan documentation including capital improvement revenue note in the amount of $230,000 for the purchase of extrication equipment, an EMS vehicle, ambulance and re-roofing of the vehicle maintenance building. ACTION 2 REGULAR SESSION AGENDA – THURSDAY, JANUARY 22, 2004 RESOLUTION – MUNICIPAL ISSUES. c. Consider a motion to adopt a resolution urging members of the Florida Legislature to support certain municipal issues during the 2004 Legislative Session. ACTION MISCELLANEOUS BUSINESS 14. EMERGENCY PURCHASES – CONFIRMATION. a. Consider a motion confirming emergency purchases for the Library in the amount of $2,190; Public Safety in the amount of $1,150; and the Country Club in the amount of $19,389.52. ACTION BUDGET TRANSFER – IRRIGATION PUMP AND SYSTEM REPAIRS. b. Consider a motion to approve budget transfer in the amount of $8,500 from L8070-49910 (Country Club Contingency); $6,000 to L8045-34650 (R&M Machinery & Equipment) and $2,500 to L8045- 34640 (R&M-Irrigation System), for the purpose of covering shortages caused by high breakage and repairs. ACTION ADJOURNMENT 15. Next Ordinance 01-2004 Next Resolution 06-2004 If a person decides to appeal any decision by the Village Council with respect to any matter considered at the Village Council meeting, he will need a record of the proceedings, and for such purpose he may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to based. This agenda represents the tentative agenda for the scheduled meeting of the Village Council. Due to the nature of governmental duties and responsibilities, the Village Council reserves the right to make additions to, or deletions from, the items contained in this agenda. 3
