Consider a motion to approve second reading and enactment of Bill 1140, a proposed ordinance amending REGULAR SESSION AGENDA – THURSDAY, JULY 22, 2004 Section 2-148, Benefit Amounts and Eligibility, of Division 3, Pension and Certain Other Benefits for General Employees, of Article V of Chapter 2 of the Code of Ordinances by adding a subsection to allow the option of refunding contributions made by a vested terminated employee. Enact Bill 1140 as Ord. No. __________ ACTION BILL 1141 – CODE AMENDMENT – ALARM RENEWALS. b. Consider a motion to approve second reading and enactment of Bill 1141, a proposed ordinance amending Section 19-211, Issuance of Alarm System Permits, of the Code of Ordinances, by adding a clause establishing a late fee for non-renewal of alarm permits by due date. Consider a motion to approve second reading and enactment of Bill 1142, a proposed ordinance creating a Waterways Board to address marine and waterways issues within the Village. Consider a motion to approve second reading and enactment of Bill 1143, a proposed ordinance amending Subsection (h), Judicial Review of Decisions of Board, of Section 21-21 of Article III, Board of Adjustment, of the Code of Ordinances, regarding appeals of Board of Adjustment decisions to Circuit Court by deleting the requirement of a trial de novo. Enact Bill 1143 as Ord. No. __________ ACTION BILL 1144 – BUDGET AMENDMENT – APPROPRIATING FUNDS FOR TENNIS e. COURT RESURFACING. Consider a motion to approve first reading of Bill 1144, a proposed ordinance amending the North Palm Beach Country Club Fund Budget for FY 2003-2004 in the amount of $40,000 for resurfacing the tennis courts at the North Palm Beach Country Club. ACTION 2 REGULAR SESSION AGENDA – THURSDAY, JULY 22, 2004 BILL 1145 – CODE AMENDMENT – FIBERGLASS POOLS. f. Consider a motion to approve first reading of Bill 1145, a proposed ordinance amending sections of the Code to permit fiberglass pools and setting requirements for construction. ACTION BILL 1146 – BUDGET AMENDMENT – APPROPRIATING FUNDS FOR COUNTRY g. CLUB ADMINISTRATION OVERTIME. Consider a motion to approve first reading of Bill 1146, a proposed ordinance amending the North Palm Beach Country Club Fund Budget for FY 2003-04 to appropriate funds in the amount of $2,000 for Country Club Administration overtime. ACTION BILL 1147 – AMENDING RECREATION ADVISORY BOARD. h. Consider a motion to approve first reading of Bill 1147, a proposed ordinance amending the duties of the Recreation Advisory Board by deleting the requirement of making recommendations to the Village Council regarding Village waterways. ACTION RESOLUTIONS 13. RESOLUTION – AUTHORIZING AGREEMENT WITH EMI. a. Consider a motion to adopt a resolution authorizing agreement with Employers Mutual, Inc. for third party administrative services for the Village’s medical, dental and FSA plans for Village employees. ACTION RESOLUTION – AMENDING 1995 GAS TAX INTERLOCAL AGREEMENT. b. Consider a motion to adopt a resolution authorizing Amendment No.1 to the 1995 Gas Tax Interlocal Agreement, setting forth the formula for an equitable distribution of gas tax revenues among the County and all municipalities in the event of an incorporation of a new municipality or the dissolution of an existing municipality. ACTION RESOLUTION – AMENDING 1993 GAS TAX INTERLOCAL AGREEMENT. c. Consider a motion to adopt a resolution authorizing Amendment No.2 to the Gas Tax Interlocal Agreement, setting forth the formula for an equitable distribution of gas tax revenues among the County and all municipalities in the event of an incorporation of a new municipality or the dissolution of an existing municipality. 3 REGULAR SESSION AGENDA – THURSDAY, JULY 22, 2004 ACTION RESOLUTION – BID AWARD FOR ROOFING OF PUBLIC SERVICES BUILDING. d. Consider a motion to adopt a resolution accepting the bid of Roofing Concepts Unlimited, Pompano Beach, Florida, in the amount of $40,192 to roof the Public Services Building. ACTION MISCELLANEOUS BUSINESS 14. CITIZENS’ SURVEY. a. Consider a motion to accept the citizens’ survey conducted by PMG Associates, Inc. ACTION ADJOURNMENT 15. Next Ordinance 16-2004 Next Resolution 39-2004 If a person decides to appeal any decision by the Village Council with respect to any matter considered at the Village Council meeting, he will need a record of the proceedings, and for such purpose he may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to based. This agenda represents the tentative agenda for the scheduled meeting of the Village Council. Due to the nature of governmental duties and responsibilities, the Village Council reserves the right to make additions to, or deletions from, the items contained in this agenda. 4
