01-11-2007 VC WS-MMINUTES OF THE WORKSHOP SESSION • VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA JANUARY 11, 2007 Present: David B. Norris, Mayor Dr. Edward M. Eissey, Vice Mayor William L. Manuel, President Pro Tem Charles R. O'Meilia, Councilman Darryl C. Aubrey, Councilman Leonard Rubin, Village Attorney Melissa Teal, CMC, Village Clerk Absent: Mark Bates, Village Manager ROLL CALL Mayor Norris called the meeting to order at 9:45 p.m All members of Council were present. All members of staffwere present, except Village Manager Mark Bates. • BUILDING ADMINISTRATION PROCEDURES Community Development Director Charles Cangianelli reviewed the Village of North Palm Beach Administrative Amendments to the 2004 Florida Building Code. Councilman O'Meilia recommended adding a section on floor elevations. Mr. Cangianelli will incorporate language on floor elevations in Section 106. This item was placed on the January 25th ANCHORAGE PARK MASTER PLAN Parks and Recreation Director Mark Hodgkins was present to answer questions concerning design plans and improvements to Anchorage Park. Mr. Hodgkins noted the public input meeting is scheduled for 7:00 p.m. on 1/17/07, and will be conducted by TBE Group. Mr. Hodgkins advised that TBE Group will give a brief history of the project and present Option 4, the design recommended by the Recreation Advisory Board and Waterways Board. Discussion ensued on the elimination of parking spaces along Anchorage Drive. Mr. Hodgkins stated that TBE Group will make adjustments to the conceptual Master Plan based on comments received at the 1/17/07 public input meeting, present the revised plan to the Recreation Advisory Board and Waterways Board, and hold another public meeting before • returning with a final design plan for Council consideration. MINUTES OF WORKSHOP SESSION HELD JANUARY 11, 2007 CHARTER AMENDMENT • Discussion took place regarding amending the Charter to require Council advice and consent on hiring and terminating department heads. Councilman Aubrey expressed concern that hiring and firing individuals for the most important administrative positions is unilateral right of the Village Manager, without reviewing credentials or reasons with the Village Council. FLORIDA LEAGUE OF CITIES 2007 LEGISLATIVE PRIORITIES Discussion was held on a proposed resolution supporting the key priority issues of the Florida League of Cities during the 2007 Legislative Session. It was requested that Mr. Rubin research the specific issue that prompted the inclusion of language regarding "a comprehensive and uniform workers' compensation system for all municipal employees..." prior to the next meeting. This item was forwarded to the next Regular Session agenda.
