03-22-2007 VC WS-MMINUTES OF THE WORKSHOP SESSION • VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA MARCH 22, 2007 Present: Dr. Edward M. Eissey, Mayor William Manuel, Vice Mayor David B. Norris, President Pro Tem Darryl Aubrey, Councilman T.R. Hernacki, Councilman Jimmy Knight, Public Safety Director Leonard Rubin, Village Attorney Melissa Teal, CMC, Village Clerk ROLL CALL Mayor Eissey called the Workshop Session to order at 9:37 p.m. All members of Council were present. All members of staff were present. ALTERNATIVE WATER SUPPLY FOR IRRIGATION Discussion was held concerning alternatives for irrigation of the golf course, U.S. Highway 1 medians, and other public areas. Community Development Director Charles Cangianelli reviewed the need for an alternate water supply. Discussion ensued on the use of gray water versus drilling a well. Chief Knight advised that the recurring cost to use gray water includes a $645 monthly minimum charge for 100,000 gallon per day allocation, plus 25 cents for each 1,000 gallons delivered. Chief Knight noted that the use of well water is subject to water restrictions, while gray water is not. Mr. Cangianelli reported that South Florida Water Management District has a funding program for gray water. Discussion ensued on a penalty clause or obtaining a guarantee from Seacoast for the water allocation, since the Country Club is near the end of the gray water system, in order to ensure availability of the water supply. Discussion took place on breaks in the irrigation line from the Earman River and installation of the new meter. During discussion, it was noted that the cost would be divided between the Country Club and General Fund budgets, based on percentage of use. Council consensus was to utilize gray water as an alternate irrigation source. This item was moved to the next Regular Session agenda with a request that staff provide more information on the initial and recurring cost for using gray water. • COMPREHENSIVE PAY PLAN AMENDMENT -LIBRARY POSITION RECLASSIFICATION This item was moved to the 4/12/07 Regular Session agenda. MINUTES OF VILLAGE COUNCIL WORKSHOP SESSION HELD MARCH 22, 2007 GOLF SHOP FURNISHINGS • Discussion took place concerning an offer from Heritage Creations to provide reclaimed golf shop fixtures for a total cost of $7,000. This item was forwarded to the next Regular Session agenda, with direction that the Country Club Advisory Board make a recommendation concerning this issue at its next meeting on 4/9/07. HOUSE BILL 529 - "CONSUMER CHOICE ACT OF 2007" This item was moved to the 4/12/07 Regular Session agenda.
