MINUTES OF THE SPECIAL SESSION
OF THE VILLAGE COUNCIL
OF NORTH PALM BEACH, FLORIDA
HELD THURSDAY, SEPTEMBER 5, 2002

ROLL CALL:
Mayor Eissey called the Special meeting to order at 6:00 p.m. All members of Council were
present except Councilman Norris, who was out of town. All members of staff were present
except Village Attorney George Baldwin.
PURPOSE OF THE SPECIAL SESSION
7'he purpose of the Special Session was to accept or reject recommendations of the Special
Master and to resolve all disputed impasse issues concerning the International Association of
Firefighters (IAFF) Collective Bargaining Agreement.
Discussion with the Village Council was held by James Cherof, Labor Attorney for the Village
of North Palm Beach, and Matthew J. Mierzwa, Jr., attorney for Professional
firefighters/Paramedics of Palm Beach County, Local 2928, IAFF, Inc. regarding the Special
Master's recommendations and the position of the Village regarding those recommendations.
The recommendation of the Special Master regarding discipline was that all discipline more
severe than a written reprimand should be subject to arbitration proceedings. The
recommendation regarding longevity was that firefighters and paramedics should be given
longevity pay similar to that provided for in the PBA contract.
Vice Mayor Noel moved to accept the Special Master's recommendation on the issue of
discipline and reject the recommendation of the Special Master on the longevity issue.
Councilman O'Meilia seconded the motion. The motion passed 3-1, with Vice Mayor Noel,
• Councilman O'Meilia and Mayor Eissey voting aye, and President Pro Tem Tringali voting nay.
