HELD TUESDAY, FEBRUARY 12, 2002

ROLL CALL
Mayor Norris called the Special Meeting to order at 7:30 p.m. All members of the Council
were present except Councilman Tringali, who had a meeting conflict. All members of staff were
present except Village Attorney George Baldwin. Labor Attorney James Cherof was present.
PURPOSE OF THE MEETING
7'he purpose of the Special Meeting was to authorize the Village Manager to issue certain
employee benefits.
Village Manager Dennis Kelly outlined severance benefits which he had negotiated with Public
Services Director Tom Hogarth.
Vice Mayor Eissey moved to approve the severance package detailed and recommended by
Village Manager Dennis Kelly in his memo dated January 28, 2002. The motion died for lack of
a second.
President Yro Tem Noel moved to approve all recommendations as put forward by the Village
Manager in his memo dated January 28, 2002, except that health insurance should only be
provided during the 90-day severance period. The motion failed for lack of a second.
After lengthy discussion, Vice Mayor Eissey again moved to approve the Village Manager's
recommendations as severance. President Pro Tem Noel seconded the motion. The motion
failed 2-2, with Vice Mayor Eissey and President Pro Tem Noel voting aye, and Councilman
O'Meilia and Mayor Norris voting nay.
7'he meeting recessed at 8:30 p.m. and reconvened at 8:35 p.m.
After discussing various other options, Vice Mayor Eissey moved to table the issue until a full
Council is available. President Pro Tem Noel seconded the motion. The motion failed 2-2, with

Mayor Norris voting nay.
Vice Mayor Eissey moved to table the issue to Thursday, February 14, 2002 at 6:30 p.m., at
which time the Special meeting will reconvene. President Pro Tem Noel seconded the motion,
and all present voted aye.
ADJOURNMENT
The meeting adjourned at 8:45 p.m.
