SubstatiRESOLUTION 2006-33 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE MAYOR AND VILLAGE CLERK TO ACCEPT THE PROPOSAL OF STEPHEN BORUFF, AIA, ARCHITECTS + PLANNERS, INC., ATTACHED AS EXHIBIT "A", WHICH PROPOSAL PROVIDES FOR DESIGN, PREPARATION OF CONSTRUCTION DOCUMENTS, PERMITTING, BIDDING ASSISTANCE AND CONSTRUCTION ADMINISTRATION SERVICES FOR THE NORTH PALM BEACH PUBLIC SAFETY NORTH SUBSTATION; AUTHORIZING THE MAYOR AND VILLAGE CLERK TO ACCEPT THE PROPOSAL; AND, PROVIDING FOR AN EFFECTIVE DATE. BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA: Section 1. The Village Council of the Village of North Palm Beach, Florida, does hereby accept the proposal of Stephen Borui~ AIA, Architects + Planners, Inc., attached as Exhibit "A", which proposal provides for design, preparation of construction documents, permitting, bidding assistance and construction administration services for the North Palm Beach Public Safety North Substation; Section 2. The Mayor and Village Clerk are hereby authorized and directed to accept the proposal of Stephen Boruff, AIA, Architects + Planners, Inc., set forth in Exhibit "A" for and on behalf of the Village of North Palm Beach. This station will be designed utilizing the prototypical station design for Palm Beach County Fire-Rescue with major mod cations including but not limited to the floor plan, exterior building elevations, structure and mechanical systems. It is also our understanding that this design package will be publicly advertised and bid by Qualified General Contractors where the basis of payment will be a Stipulated sum. The estimated budget for this project is One Million Six Hundred Thousand Dollars ($1,600,000.00). We would be ready to start on this project immediately based upon your approval. Our scope of services for this project will include the following: 1.0 SCOPE OF WORK: 1,1 Visit the site to determine the existing conditions and verify site dimensions for the proposed fire station. These documents will include the following: A. Prepare the application for Cert~cate of Appropriateness review. B. Prepare and coordinate the submission of a Final Site Plan to meet all Village of North Palm Beach planning and zoning requirements. C. Assemble all documents, including those items prepared by other professionals including landscape design and civil engineering, and submit a complete application to the Village of North Palm Beach. D. Obtain all staff comments from Village of North Palm Beach Zoning staff prior to the Planning Commission meeting and adjust the Site Plan and application as required. E. Attend each of the necessary meetings and public hearings and provide representation on your behalf. 1.3 Provide required geo-technical services for a subsurface investigation. 1.4 Preparation of Preliminary Design (Design Development) documents illustrating the architectural, civil, structural, mechanical, fire protection, electrical engineering and preliminary landscape design aspects of the project. 1.5 Prepare applicable permit applications for submission to required governing agencies, including but not limited to site, civil and building permitting with Seacoast Utility Authority, Florida Department of Transportation, South Florida Water Management District, the Village of North Palm Beach. 1.6 Preparation of Final Construction Documents (Drawings and Specifications) illustrating the architectural, civil, structural, mechanical and electrical engineering landscape and irrigation design aspects of the project based on the approved design development documents. 1.7 Assist in the Village of North Palm Beach in obtaining bids/negotiating a contract for construction from the selected General Contractors. 1.8 Perform construction administration services during the construction of this project Including but not limited to: a. Response to General Contractor questions submitted in writing to the Architect. b. Review of shop drawing submittals. c. Response to Owner questions. d. Review of Change Order Proposal requests for comment on price and justification prior to issuance of Change Orders. 17 April 2006 Charles Cangianelli Page Three e. Attend Two (2) scheduled on-site project meeting per month to review General Contractors Application and Certificate for Payment and review progress of project. 2.0 MISCELLANEOUS PROVISIONS This proposal is based on the Village of North Palm Beach providing this office with the following: 2.1 An updated and current boundary and topographic survey of the site as prepared by SFRN, Engineers, Surveyors and Mappers. 3.0 COMPENSATION 3.1 The services described in Section 1.0 and 2.0 shall be performed in accordance with our continuing contract agreement on a Fixed Fee Basis of Ninety-Nine Thousand Dollars (~ 99 000.00). Fee shall be paid on the following schedule: Site Plan Approval thru North Palm Beach & Permitting $ 12,000.00 Completion of Design Development Documents $ 21,275.00 Completion of 95% Construction Documents $ 40,000.00 Completion of 100% Construction Documents $ 3,700.00 Bidding/Negotiation $ 4,425.00 Construction Administration (Monthly) $ 17,600.00 Total Compensation $ 99,000.00 3.2 All invoices for professional services shall be billed on a monthly basis for the services rendered during the preceding month. 3.3 Stephen Boruff, AIA Architects + Planners shall prepare a contract for professional services using the American Institute of Architects Document B141 "Standard Form of Agreement Between Owner and Architect" 3.4 Reimbursable expenses such as printing, telephone, mileage and postage are included in Basic Compensation at a cost of $ 4,000.00. 17 Apri12006 Charles Cangianelli Page Four 4.0 ADDITIONAL SERVICES 4.1 Any service not specifically written in this proposal, any changes requested after approval of the floor plans and elevations, any changes in the scope of work and any revisions to the drawings when such revisions are inconsistent with written approval or instructions previously given shall be considered additional services. 4.2 Additional services shall be compensated on a time and material basis in accordance with our contract for continuing services with hourly rates as follows: Principal (Stephen L. Borufl', AIA) $165 per hour Project Architect $145 per hour Project Manager $110 per hour Drafting Technician $ 95 per hour Clerical $ 80 per hour 4.3 All additional services shall have written approval from the client before the work commences.
