A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA,
OPPOSING AN INITIATIVE TO AMEND THE FLORIDA CONSTITUTION PROVIDING
UNDEFINED EXPENDITURES AND RESOURCES FOR THE STUDY AND DEVELOPMENT
OF A HIGH SPEED RAIL TRANSPORTATION SYSTEM; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, an initiative has been submitted to place on the November 7, 2000, ballot
an amendment to the Florida Constitution that would authorize the construction of a high
speed rail system; and
WHEREAS, the initiative does not define the areas of the state that the rail line would
serve; and _
WHEREAS, the initiative does not set forth the funding limits or funding sources for
the construction of the rail line; and
WHEREAS, the initiative does not contain information as to the proposed users of the
rail line; and
WHEREAS, there are currently numerous problems with the public transit systems;
and
WHEREAS, public funding would be better spent to solve the already existing
problems in highways, bridges and public transportation; and
WHEREAS, the legislative process is the proper arena for the authorization and
control of transportation systems rather that amending the Constitution.

• BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA:
Section 1. The Village Council of the Village of North Palm Beach, Florida, does
hereby oppose expenditures of public moneys for the study and development of a high
speed rail transportation system.
Section 2. The Village Clerk is directed to immediately forward a copy of this
Resolution to the Governor of the State of Florida, The Palm Beach County Legislative
Delegation, the Florida League of Cities, the Palm Beach County League of Cities, the Palm
Beach County Commission and the local news media.
Section 3. This Resolution shall take effect immediately upon its adoption.
PASSED AND ADOPTED THIS 26th DAY OF OCTOBER 2000.
