PALM BEACH, FLORIDA, APPROVING THE CONCEPTUAL STREETSCAPE
PLAN ATTACHED AS EXFIIBIT "A", WHICH PLAN WAS PREPARED BY
MICHAEL REDD & ASSOCIATES FOR THE NORTHLAKE BOULEVARD
TASK FORCE; AND, PROVIDING FOR AN EFFECTIVE DATE.
BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA:
Section 1. The Village Council of the Village of North Palm Beach, Florida, does hereby
approve the conceptual streetscape plan attached as Exhibit "A", which plan was prepared by Michael
Redd & Associates for the Northlake Boulevard Task Force.
Section 2. This resolution shall take effect immediately upon its adoption.

Introduction

The Northlake Boulevard Comdor Task Force was created in 1997 through an interlocal
agreement between the Town of Lake Park, the Village of North Palm Beach, the City of
Palm Beach Gardens and Palm Beach County to facilitate discussion and decision-
making about improvements to the corridor. The interlocal agreement provides the
following guidelines or purpose for the Task Force: "...the Northlake Boulevard corridor
and properties located generally on Northlake Boulevard ... have, in recent years,
suffered a decline in quality of land uses; and ... this decline in quality of land uses
negatively impacts upon taxable values, provision of services, and the overall aesthetic
appearance of the Comdor; ... and ... it is the desire of (the participants) to encourage
improvement, enhancement, renovation, and/or redevelopment of the Corridor ..."
' The landscape plan will promote the Task Force's purpose by contributing to the overall
aesthetic appearance, improvement, enhancement and renovation of the Corridor
~ Project Overview
As defined by the Corridor Task Force, the overall project consisted of the following:
• The generation of goals limits, directions and preliminary design concepts for the
Northlake Boulevard Comdor.
^ Research and general inventory analysis of existing landscaping, easements, rights-
of-way, utilities and streetscape features within the Northlake Boulevard right-of--way
from U. S. Highway One to 1Vlilitary Trail.
^ Preparation of a preliminary conceptual landscape plan, including landscaping,
paving, and streetscape features and furniture, as well as taking into consideration the
location of existing signage, utilities, etc adjacent to the Northlake Boulevard right-
of-way.
' Preparation of a final conceptual landscape plan drawings, including streetscape
features and furniture, for a presentation at a meeting before the Northlake Boulevard
Corridor Task Force. Additionally, the plan shall identify suggested boundaries for a
future overlay district along Northlake Boulevard from US Highway One to Military
Trail.

r Preparation of a proposed budget for recommended right-of--way improvements,
while identifying possible funding sources for implementing said plan.
^ Presentation of the final conceptual landscape design to the four governing bodies
shall include street furniture and street amenities and any landscaping or handscape
amenities proposed in azeas adjacent to the Northlake Boulevard right-of--way.
^ Following the approval of governmental bodies, the consultant shall prepaze and
present a Final Budget to prepaze construction drawings and specifications.
Scope of Service Overview
The design team investigated the following:
• Existing zoning, landscaping, lighting and development standards for the affected
municipalities.
^ Utilizing existing aerial photographs, plats, and surveys, the design team generated a
"reference-only" Base Map for the conceptual design. Issues that these maps do not
address include, but aze not limited to the following: utility and landscape easements,
structure encroachment, precise measurements, and subsurface water and sanitary
systems, roadway re-alignment, etc.
^ Working in cooperation with the affected governmental agencies and their respective
star the design team prepazed professional documents for Northlake Boulevard
Streetscape at a sufficient scale and detail communicating the Project Inventory
Analysis to the Northlake Boulevard Task Force. Accordingly, the final result does
not have "survey quality" accuracy, but is based upon professional assembly of the
various data available.

County Traffic Division
The Traffic Division of Palm Beach County has reviewed preliminary design scenazios
produced by the design team and presented to the Task Force. As per Traffic's comments
and questions dated 5/13/99, MRA has reviewed the latest County and State Streetscape
Standazds dated 1999 (soon to be adopted) for compliance. The comments were
primarily centered on the median designs and the proposed material within cleaz-sight
triangles, cleaz-zones, and clear-trunks of trees. MRA has addressed these issues with
variations and revisions of the proposed scenarios to comply with all regulations. If there

are any discrepancies between this Conceptual Plan and the Adopted Streetscape
Standards, the Streetscape Standards shall apply.
The Public
In November, MRA hand delivered a letter to each of the 595 +/- tenants along Northlake
Blvd., introducing the Streetscape Project, the Task Force, and our firm. Since then, we
have invited both the tenants and owners to task force meetings in March and April, as
well as the individual Council Meetings previously mentioned. Attendance has been
approximately 25 citizens at each meeting. MRA has received a few telephone calls from
owners and tenants regarding to this plan, and has supplied them with any conceptual
design/support documentation when requested. The property owner's primary concerns
are that the proposed landscaping will create a wall of vegetation, blocking all visual
access to the signage and store frontage along the boulevard. Our firm has tried to
reassure the public that these issues will be taken care of during the working-drawing
phase of the project. (not under this contract) Driveways, signage locations, regulated
and maintained vegetation, and adverse existing conditions all help keep the visual site
lines open. Drawings located within Section Four of this document depicts site-specific
conceptual designs, beginning to illustrate the lack of vegetation that can physically be
planted within the comdor.
Conclusion
The Design Team is nearing the completion of this overall project, however the following
documentation represents the Approved Conceptual Landscape Plan, approved during the
June 9, 1999 Northlake Boulevard Task Force Meeting. It represents a Conceptual Plan;
therefore site specific or construction drawings are not part of this project. During the
July task force meeting, samples of streetscape furniture such as tree grates, benches,
lighting, etc. will be presented, along with a macro cost estimate for the next phase of
design and eventual installation.
Copies of this Conceptual Streetscape Plan can be found at all the governmental
jurisdictions as required by this contract.

Site Analysis/"Ground-Truthing"
Beginning .with an accurate digital aerial photograph, provided by Palm Beach County,
and photographic analysis of the north and south sides of the boulevard taken from the
median, MRA was able to develop basic site information as it relates to the proposed
streetscape. Subsequently, the design team walked the 3.3-mile project area, identifying
other streetscape elements not apparent from the photo analysis. This included the
general placement of trees, palms, shrubs, fire hydrants, utility poles, etc. Although this
site information is not a certifiable survey, it acts as a very reliable source of information
for macro-scale conceptual design.

Preliminary Conceptual Plan
In the beginning, the Task Force wanted MRA to investigate two distinctly separate
options within the Conceptual Streetscape Plan for Northlake Boulevard. Essentially
these two options can be classified as afive-year /fifteen-year plan respectively.
Specific instructions were to utilize the existing driveways, signage and roadway
geometry in both scenarios; therefore these issues do not become a determining factor in
the option differences.
The first option, entitled "Concept Two: `Clean-Slate' Typical Area" (found within this
section) was designed as if there were a "clean-slate" regarding the burial of the existing
powerlines. Larger trees such as Oaks and Mahoganies would be alternated with the
smaller, accent trees utilized within the proposed landscape areas.
The second option, entitled "Concept Three: `Existing Condition' Typical Area (found in
this section) utilized the existing conditions along Northlake Boulevard, such as to the
overhead powerlines, utility poles, and available landscape areas. Since FPL is strictly
enforcing the installation of small vegetation under powerlines, this option limits the
street trees to have mature heights less than 25'. Examples of these trees would be Silver
~, Buttonwoods and Dahoon Hollies. This option would allow for the implementation of
the above referenced "clean-slate" option when or if the powerlines would be buried.

Final Conceptual Plan
~' Design Scenarios
Through investigation of the existing conditions and the direction that the Task Force
wanted to follow, the design team determined that there were ten (10) different generic
design scenarios for the medians, and nine (9) different generic design scenarios for the
edge of the right-of--way along Northlake Blvd. The median scenarios range from a
median less than 4' wide allowing for little to no plant material, to larger than 22' wide
which provides opportunities for installation of lazger trees. The scenarios for the edges
of the right-of--way range from utilizing an existing narrow 8' stretch of area to include a
6' sidewalk, to requiring adjacent landscape buffers/easements to follow the proposed
streetscape design and landscape palette. In some scenarios, the sidewalk can begin to
meander along the boulevazd due to the increase in adjacent landscape azea, and the lack
of room in other azeas warrant a scenario that existing conditions should remain.
In all scenarios, if the proposed design differs from the adopted County and State
Streetscape Standards, the adopted standards shall apply. Furthermore, all existing
vegetation within the corridor is to remain and be incorporated into the design. The right-
of-way edge treatments outlined below refer to the area between the face of curb and the
actual right-of--way. The following is a generalized narrative of specific issues that differ
from each other, and fall within the proposed design scenarios (Detailed descriptions of
the design can be found on the scenario plans to follow within this section):

A. 0' - 8' Median (Turn Lane with Taper): This scenario is designed to accent the end of
the turn lanes and median cuts with either colored concrete or a brick paver (lock
block). Any groundcover planting that occurs must not exceed 30" in height due to
the required cleaz-sight triangles. Medians less than 8" in width cannot support trees
or palms greater than 4" caliper due to cleaz-zone regulations.
B. 0' - 8' Unbroken Median: These median treatments are to contain either sod or
groundcover due its overall width. Any groundcover planted within this median must
be a minimum of 2' from the edge of curb, to allow for easy maintenance of sod.
C. 8' + Median with Taper: These median scenarios aze also referred to as "median
cuts," which the ends aze to be accented with 10' of colored concrete or brick paver.
The wider median begins to allow for larger trees and palms to be designed in a
formal setting.

"" D. 8' + Unbroken Median: This scenario is a continuation of Scenario C above, where
lazger groups of trees and palms can occur. The intention is to leave breaks or
opening in the design to allow for views to the adjacent storefronts, and therefore
shrubs and groundcovers are to remain low.
E. 8' + (Turn Lane with Taper): Like Scenario A above, there is to be a brick paver
accent at the end of the turn lane. The wider median allows for lazger planting
masses and trees, therefore more flowering trees and palms aze permitted.
F. 8' - I8' Unbroken Median: Larger trees, accented with smaller and flowering trees
aze permitted within this median. These lazger medians become the bulk of the
streetscape.
G. 12' - 22' Median with Taper: This scenario is a combination of Scenarios E and F
above, allowing for the lazger planting areas (trees and shrubs) while accenting the
end of the turn lane.
H. 12' - 22' Unbroken Median: Lazger trees, accented with smaller and flowering trees
aze permitted within this median. These lazger medians become the bulk of the
streetscape.
I. Median with Guardrail at Bridges: The guazdrails along the corridor aze to be
screened with a shrub or vine such as or bougainvillea to totally screen the existing
metal DOT guazdrails.
J. Median at Railroad Crossing: Scenario is designed to accent the arrival of the
railroad right-of--way, however all clear-sight triangles must be observed.
Typical ROW Edge Streetscaping
1. Trees Only with Power Lines: There aze several azeas along Northlake Boulevazd that
have a formal lawn in the front of the property, and therefore the addition of the
proposed street tree would be the only solution. Any shrub or ground cover solution
would be out of character for the site. Due to the existing power lines and as per FPL
requirements, only small trees growing to an approximate maximum height of 25' is
permitted.
2. Trees Only without Power Lines: Similar to Scenario 1, this is intended to preserve
the overall chazacter of the adjacent property with only the addition of the proposed
street tree. However with the absence of the overhead power lines, lazger trees would
be permitted in an alternating small tree/ lazge tree configuration.

~ 3. 8' ROW with Power Lines: This is the primary scenario east of Alt. A-1-A, where
there is approximately 8' of area to design including the 6' sidewalk. The
landscaping would include small trees and a 30" hedge to screen the adjacent pazking
lots.
4. 8' ROW without Power Lines with 10' Easement: This scenario is similaz to Scenario
3 above, however with the absence of power lines lazger trees could be alternated into
the design. The 10' easement would be utilized only if the adjacent property owner
would agree to implement the design principle.
5. Vacant Adjacent Property - 20' Easement Requested: This scenario utilizes the
adjacent landscape buffer that would be required for each jurisdiction during the site
plan approval stages of development. Vegetation and design would have to adhere to
the conceptual landscape plan including the landscape palette.
6. Existing Condition to Remain: There aze several azeas within the corridor that either
contain sufficient landscaping or do not have any room for revising the existing
condition. These azeas would be left alone.
' 7. Supplement Existing Landscaping: This scenario is designed to supplement the
existing landscape areas. These would include adding to an existing, but spazse,
hedge; the addition of smaller street trees; the addition or supplementing of existing
lazge tree configuration; or the addition of groundcovers where ample room would
allow this type of installation.
8. Automobile Sales Lot: There is an abundance of this scenario along the Northlake
Corridor, which is extremely similaz to Scenario 3 above. The only difference is that
the adjacent hedge is to be maintained at a height of 18" to permit the display of the
^ automobiles within the lot.
9. Bridge Waterway Treatment: There aze two bridges along the corridor, which would
' receive this design treatment accenting the approach to the bridge with a cluster of
palm trees.

Northlake Blvd. is the development of a streetscape icon or quarter-mile marker, which
' acts as the following:
^ Provides an instant architectural identifier for Northlake Blvd., setting an architectural
theme that can unite the entire length of the boulevard.
^ Quickly identify your business location in quarter-mile increments. Beneficial to
public for locating business addresses on an already confusing street.
' Up-light or internally lit marker plate for night use.
^ Sets Northlake Blvd. apart from all other retail strips in Palm Beach County.
^ Eliminates the numbering discrepancies of addresses on Northlake Blvd.
' Offers an architectural theme for existing /new businesses to use in improvements.
(example: lights/signage)
^ Provides a chance for the community (i.e. Property owners) to have a more active role
in the design of the streetscape with possible funding opportunities.
These icons would be placed in quarter-mile increments along Northlake Boulevard
where permitted within the median while following all state and county landscape
setback regulations within the median. Due to the existing congestion at the edges of the
' right-of--way, it has been determined that the appropriate location for the icons is the
median. It is not intended to be along the north and south edges of the right-of--way,
directly in front of the existing storefronts. Additionally, the County Traffic Division has
' requested that these icons be designed to allow fora "break-away" system, which would
permit a safe destruction of the icon in case of an accident that overflowed into the
median.

In August of 1998, the task force requested the design team to complete a previous
' application for streetscape funding through Metropolitan Planning Operations (MPO).
The primary focus of the application was to obtain a grant for $500,000 that would be
used for streetscape improvements such as lighting, benches, median and edge nght-of-
' way planting. Since Northlake Boulevard already had contiguous sidewalks along its
entire length, this issue was not permitted to be included in the application.
The drawings on the following page were produced in the eazly stages of the design and
reflect the character of the streetscape intention rather than the actual design scenario. At
the time it was not decided whether the primary street tree would be a canopy tree or a
' palm, therefore the scenarios shown herein, depicted situations where either could be
appropriate. These drawings, in conjunction with a letter dated 8/26/98 addressed to Mr.
Bil Phillips (found in Section Five of this document) provided the necessary response to
the inquiries set forth by the MPO.

Site-Specific Conceptual Design
' Throu hoot this ast ear, there have been a couple of issues or concerns that have been

raised during the public meetings by both property owners and current tenants along
' Northlake Boulevard. The primary concern was that this design was creating a "wall of
vegetation" along not only the edge of the right-of--way, but also within the existing
' median. It was explained that the proposed design scenarios did not accurately illustrate
what would finally be planted along Northlake, because the design depicted a general
location typical >tn several locations of the boulevard, not a site-specific or one particular
location. In other words, the general scenarios do not include fire hydrants, existing
street or property signage, driveways, fences, particular vegetation, etc. What the
scenanos do depict are approxunately 100 linear feet of generalized landscape area along
the streetscape.
During the Construction Drawing Phase of the overall project, the landscape architect
' will begin to develop very site-specific designs for the street. This is where views to the
existing property signage, openings for driveways, state and county regulations, etc. will
all be taken into account prior to installation.
' The following several pages are "conceptual site-specific" landscape plans provided
outside the scope of services of the project. The title of each drawing represents
businesses or landmarks found within the 200 linear feet of roadway depicted. Within
this 200 linear feet, the designers have applied the landscape scenarios appropriate for the
location as found on the overall key plans. These drawings are intended to communicate
' that due to existing conditions such as intersecting roadways, driveways, powerlines, and
existing vegetation, openings into the adjacent properties will occur.
Note: Each drawing is accompanied by two pictures that correspond to the area
' designed and represent 2001inear feet of roadway, approximately centered every
1000' from Military Trail in the west to US One in the east.

enough, they can be dangerous.
Planting tall-growing trees under or near these lines will ultimately
reilu,re pruning them away Iron the wires. This pruning may result
n, a tree having an unnatural appearance. Repeated pruning can
lead to a siturtened life span of the tree. Trees which must be
l,nmed away from the power lines are under greater stress and
more susceptible to insects and disease. Small, immature trees
l,li,ittecl today can grow into problem trees in the suture. Tall grow-
rrry trees near overhead lines can cause service interruptions
wlieir trees contact wires. Children or adults climbing these trees

the wires. Proper selection and placement of trees in and around

As you may be aware, Palm Beach County is in the process of updating
its "Streetscape Standards° manual. In order to make our standards come
into greater conformity with those of the Florida Department of
Transportation,wesre implementing an interim standard that affects the
spacing of trees located within safe sight distance triangles. Please refer
to the attached memo dated July 14, 1998, which explains this interim
measure.

Dear Mr. Phillips,
On behalf of the Northlake Boulevard Corridor Task Force and Palm Beach County,
Team Plan, Inc. would like to submit the additional information requested by FDOT
regarding the I.S.T.E.A. funding for the Northlake Boulevard Streetscape Project.
Attached to this letter you will discover a spreadsheet indicating the Determinations and
Comments for the Application Request. The comments are as follows:
1. Only missing links of sidewalks are eligible for sidewalk construction.
There are no current missing links of sidewalks within the Northlake Boulevard
,~ Project Area; therefore there are no requests for funding of sidewalk construction
intended for the application.
2. Typical section indicating location of landscaping is needed.
After contacting Ms. Beatriz Caicedo (FDOT Enhancement Coordinator), the
attached Roadway Sections indicating the general landscaping locations should
satisfy this request.
3. Application is incomplete, Cost Estimates must be adjusted.
~; During conversations with Ms. Chris Heshmati early last week, it was stated that the
cost estimates needed to be revised since there are no missing sidewalk links within
the project area, and only landscape funding could be requested. However, it was
added that if outside funding (in addition to the FDOT $500,000.00) was originally
intended for the overall Streetscape Project, that the cost estimate would not need to
be revised. It is the intention to design and develop Northlake Boulevard exceeding
the $500,000.00 landscaping limit requested, and therefore the Task Force would like

For Example:
The Northlake Boulevazd Project Area is approximately 16,350 linear feet (one-side)
with landscape medians approxmately one-third the distance of the boulevazd. This is a
total of approximately 38,1501ineaz feet eligible for landscape enhancement.
16,350 x 2 = 32,700 north and south right-of--way area
16,350 T 3 = 5.450 landscape median (approximate)
38,150 lineaz feet of landscape azea
If we divide the requested $500,000.00 with the approximate 38,150 lineaz feet of
landscape azea along Northlake Bolilevazd, the project cost of landscape improvement is
approximately $13.00 per linear foot. It is the intention to increase this overall figure
through outside funding.

A minimal streetscape containing one shade tree every 50 feet on center, a 5-foot
landscape strip of sod, and corresponding irrigation cost approximately $12.00 per lineaz
foot. It is our intention to supplement the design with accent palms, shrubs, pedestrian
lighting, and pedestrian seating, which greatly increases the projected lineaz foot cost.
In Conclusion, The Northlake Boulevard Corridor Task Force, in conjunction with Palm
Beach County would like to submit the I.S.T.E.A. Funding Application without revising
the project cost estimates. Please note that there is no sidewalk construction proposed for
this request. The request is focused on the proposed landscape improvements, including
pedestrian seating and lighting, along Northlake Boulevazd.

Dear Ms. Harris:
Your letter regazding the above subject has been forwarded to Mr. Michael Redd of Team Plan,
Inc. who has been retained as the consultant to the Northlake Boulevard Task Force. The
purpose of the Task Force is to examine alternative solutions for improving the aesthetics and
economic viability of Northlake Boulevazd. Mr. Redd and his firm, Team Plan, Inc., have been
retained to conduct the study for the Task Force. The Task Force is comprised of the
r municipalities of North Palm Beach, Lake Park, Palm Beach Gardens, and Palm Beach County.
I strongly believe that before we commit to contracting with the County to install traffic lights
on Northlake Boulevard, that it be referred to the consultant for inclusion into his plan for the
redevelopment of Northlake Boulevazd. Therefore, a copy of your letter and this letter have been
forwarded to Mr. Redd for his consideration. I recommend that your office appoint a liaison,
if they have not done so already, to sit in on the various Task Force meetings to obtain a sense
of progress and understanding of the project. The street lighting program will definitely fit in
to the not yet stated goals and objectives of the Task Force.

In Palm Beach C.ounry's continuing effort to light all thoroughfare roads four lanes or
wider, the Traffic Division rcqucsts your cooperation in providing street lighting along
Northlake Boulevard. This dark, 3.2 mile stretch of roadway is partially located withir~
each of your municipalities and has substantial traffic volume and considerabl
developmrnt. Our records show that this section of roadway had over 100 "night timc"
traffic accidents last year (excluding I-95 and Military Trail). We hope that we ma;
coordinate our efforu and funding together to accomplish the design and~construction o~
this project through FPL.
Palm Beach County is willing to fund the street lighting involving the unincorporat~
areas ber,~ee:l `ililitay Trail and U.S.I. We ask that each municipality fund the sertio
that are tclaL'y encompassed by their m.:nicipd boundaries. It is my understanding tl-at u e
all have Franchise Fa agramrnts with FPL and collect funds from area residrnts. Wha~
better way of serving those residents, but to provide their main thoroughfare wi

We understand that the To~~a of Lake Park has installed some street lights on the South
side ofNorthlake Blvd. from the railroad tracks to Prosperity Farms Road. Although his
^ lighting is helpful, the overall level of lighting is inadequate for six lanes of roadway.
~'- Please respond in writing as to your cooperation efforts and what Fiscal Year your
budget would have available funds for this type of project. It would be most
advantageous to request the entire system to be designed and installed by FPL at one
time. They can then divide up the "billing" at that time. For estimating purposes, the
county uses approximately 57,000-S8,000 per year, per mile for operation and
maintenance costs for lighting two sides of the roadway.

soon as possible.

I would like to take this opportunity to introduce Team Plan, Inc., which recently completed contract
negotiations for the Conceptual Design of the Northlake Boulevard Streetscape Corridor Project. We
are an established progressive planning firm with nearly 30 years of professional service, dealing with the
disciplines of comprehensive planning, urban design and landscape architecture.
Headquartered on US Highway One in North Palm Beach, our firm has been involved in a variety of
streetscape projects throughout Florida and across the globe. Local projects that you might recognize
include the Centennial Square & Fountain and the Meyer Amphitheater in downtown West Palm Beach.
As part of the Streetscape Project, Team Plan will meet and coordinate with all governmental agencies
and .citizen's groups to resolve all public input issues. Some of these groups include the following:

• City of Pahn Beach Gazdens Public Utilities
^ Town of Lake Pazk Northlake Business Groups

The design for the streetscape will primarily address "Softscape" elements, such as:

Force were copied on the drawings. However, besides myself and my alternate, only Ron
Sullivan and Jon MacGillis are members and were copied. This poses a problem as the
streetscape plans for Northlake Bouelvazd involve more than the County's Planning
~ Department. Engineering is also an intricate part of the plan review.
While I understand staff time is limited, I would like a contact person from both
departments that will interface with each other. This way we will know what each other
is doing on the project. Your thoughts and comments would be appreciated.

The Northlake Boulevard Task Force, comprised of the cities of Palm Beach Gardens, Lake Pazk, North Palm
Beach, and Palm Beach County, formed the Northlake Boulevazd Task Force for the purpose of examining
redevelopment issues on Northlake Boulevard. During their meeting of Wednesday, January 13, 1999, the Task
Force took the position that each member will return to their respective jurisdictions to recommend a policy that all
future development orders regazding development or redevelopment along Northlake Boulevazd incorporate the
anticipated findings of the proposal being developed by the Task Force's consultant, Team Plan. The purpose of this
letter is to encourage and request that the Board of Counry Commissioners assist the Task Force by incorporating
the same policy into the developmen[ orders for the Counry. We believe this will help maintain a consistency of
development along the Northlake Boulevazd corridor. _ .

Boulevard. Following lengthy discussion as to how to best accept and/or implement
these plans, the following action was taken:

toward accomplishing Plan "B". These plaits would be based as much as possible on
locations! and/or neighborhood consistency.
The motion was later restated by Mayor Wagner follo~sing further discussion between
Team Plan and the Task Force that a book will be developed with different design
variations, conditions, and criteria in which each of the Task Force members could
male reference toward implementation.
Dtu~ing discus.~ion prior to this motion, it was recommended that development orders,
within the jurisdictions of the Task Force, incorporate the Team Plan proposals.
Although not specified as part of the motion, tbis was a matter of important
discussion.

included in the February agenda. The Chair, in recognition of the busy agenda for February,

3. Motion to approve the Minutes of the January 13, 1999 meeting. Motion.by
Furtado, seconded by O'Meilia and carried unanimous.
4.&5. Discussion & Old Business -Commissioner Marcus gave a report on the
billboard located at North County Plumbing. The sign is legally permitted,
however the County's Code Enforcement Division is checking on other code
violations. The billboard was a relocated board as defined under the County's
Billboard Ordinance. Mr. Neil Hayes, business owner, stated he would be glad
to help the County fight to have the billboard removed. Commissioner Marcus
suggested the City of Palm Beach Gardens annex the pocket She also updated
the committee on the Checker's billboard. The County hired special counsel to
fight the County's Code Enforcement Board's decision to allow the sign to stay.
Jack Ketter, owner of various office buildings along Northlake, brought up the
problems with the sign codes in the various municipalities. He suggested an
overall policy for the permitting of signs along the corridor. Mayor Wagner
stated Lake Park was revisiting their sign code.
Dave Thatcher handed out the signed consultant's agreement
6. New Business -Patrick Cunningham from Team Plan Inc. presented an
overview of the Preliminary Conceptual Landscape Plan to the Task Force and
the public. A slide show followed showing various streetscape scenarios along
Northlake Boulevard. Michael Redd, President of Team Plan explained the use
of Icons in the plan and how useful they can be for motorists.
Public comment followed: Jack Ketter expressed concerns about water
conservation, trees blocking signs, landscaping impeding U-turns, landscaping
could cause crime, and traffic traveling too fast for landscaping. He suggested
an overall architectural design for all the buildings on Northlake instead
streetscape plan. It was noted that an architectural design would be too
expensive, and that landscaping must meet DOT Green Book standards for
traffic safety. Neil Hayes, expressed his support of the plan.
Commissioner Marcus indicated the next step would be to establish a set of
working plans and determine how to fund the next phase of the project. What
section should they begin with? She asked questions on long term maintenance
cost associated with different types of landscaping. Mr. Cunningham had
various examples. It was decided that the final drawings would reflect less
maintenance type materials.
It was noted by Dick Greenwald, a business owner, that he only received a
copy of the agenda. The Task Force decided to send out more informationabout
the Task Force, sample drawings and hold another public input meeting April.
The county would provide the labels, copies, and postage for the mailing.
It was noted that since the K-mart plaza had agreed to implement the
streetscape plan in their plans, that would be a good section to begin with.
Commissioner Marcus announced that she had $520,000 in a District 1 account
for landscaping and would earmark part of the funds for Nortlilake.

Team Plan's contract was discussed and it was noted that Team Plan should
identify funding sources, and give a cost figure to do the final constructaion
drawings. Michael Redd noted that they were two thirds of the way through
their contract, and the only areas not address were the I-95 interchange and
canals. Once the Task Force gives final approval they would be ready to present
the conceptual drawings to the four governing bodies.
Commissioner Marcus noted that they needed to get someone under contract
to do design plans, so applications as a group could be made for ICETEA grants.
Usually takes 4 to 5 years to receive funding. She noted she would have $1
million available next year, however a portion has been committed to Donald
Ross Road. The County might commit $1 million per year for each commission
district for matching funds by other governments. However, the County would
do no maintenance.
Councilwomen Furtado, asked for clearer clarification on the $20,000 spent by
~, each city. It was stated funds were for overlay plan, not working drawings.
Patrick Cunningham noted that most of the existing landscaping would be
incorporated in the plan.
Mike Brinkman asked about the DOT and the county's schedule for turn lanes
at Alternate AlA. Commissioner Marcus advised that the contract was just
awarded for this year, and construction was underway.
The next meeting date was selected; April 14 at 7:30 pm at the Town of Lake
Park. The meeting was adjourned.

Attached for your information is a copy of the final draft of the revised
"Streetscape Standards" manual.
The major revisions to the Manual that have been made since its original
publication in March, 1994, include:
• A requirement for increased spacing between trees that are
located within sight triangles. This spacing was increased
(effective October 1, 1998) from 20' on-center to 40' on-center
to better conform with changes made by the Florida
Department of Transportation. Small trees (those with mature
trunk calipers less than 4") may continue to be spaced as
closely as 20' on-center within sight triangles.
• The provision of dual (English and metric) units of measure.
• A requirementfor all plant materials to be Florida Grade No. 1,
or better (Using critena contained in February, 1998 rades
and Standards for NurserxPlantsl.
• Standards for clearances from utilities.
• Standards for the aesthetic maintenance of landscaping.
• Planting details and other details.
It is our intent to provide these revisions and changes in order to clarify areas
that have been raised as concerns over the last five years since the initial
publication of the Manual, as well as to update it to conform with other current
standards.
A meeting has been scheduled for 10:00 A.M., May 5, 1999, in the
Engineering Department 5th floor conference room to give you the opportunity
to express any concerns you have about the Manual, and also to ask any
questions you might have.

As of this writing, it is our intent to make the provisions of the Manual
mandatory starting June 1.1999. Any projects that have applied for permits
by the last business day of May, 1999 (the 28th) will be reviewed under the
1994 standards.
It is requested that you notify this office by April 23, 1999, if you will be
planning to attend the meeting. If we hear from a significant number who plan
on attending, it may become necessary to change the meeting location in
order to accommodate all of those who wish to participate. We will notify all
who respond of such a change. It would also be appreciated if you would
pass on any comments or concerns you have when you call.
It is our intent that this Manual represent a comprehensive source of
information for the preparation of plans for landscaping in the roadways of
Palm Beach County. Your assistance in fulfilling that intent would be sincerely
appreciated.

We received faxed information from Jeff Fengler of Lefmark. This included
one letter and three sketches forward from the Northlake Boulevard Corridor
Task Force. The letter rtlated to an up coming meeting. The sketche~ delineated
three separate scenarios, of which only one would apply to our site.: ut we
should comment on all three.
The applicable detail, reconciled the existing frets. In our case, the sc would be
the large mature Black Olive trees. The sketch, recommends planrin a smaller
tree species between each larger existing tree. our plan calls for the se of the
native Dahoon Holly.
The second scheme was designed for new construction cases, not `to adjusting to
existing trees to be maintained, thus not corresponding to our site.
The third scheme, showed a more narrowed road shoulder, unlike' our own. It
also showed a walkway adjusted to swing around an existing pole. Cur talk is
already in place, and furthermore, our site has an up hell slope. That o
pizclude a curving and elevated walk that might restrict handicapped access, that
may be managed on a flat and level areas.
We phone to speak directly with Pat Cunningham, of Tcarn Plan. ~GVc discussed
our plan, the three sketches provided for our review, and the su88es~ed p~ list.
It appears that the plan for the K-Mart site already conform to the o ~ectives of
the Task Force, and will not require changes of adjustments.

As you are aware, on April 14~' there was a presentation of the Conceptual Landscape Plan to
the Nortlilake Boulevazd Task Force and the invited public. The presentation included the
various design scenarios you akeady have in your possession, as well as others designed for
other azeas of the street. As I promised I am forwazding you the scenarios which are found
not only along the ROW in front of K-Mart, but also the suggested median plantings. I am
also including a revised landscape palette, which is closer to being finalized.
I brought up during the meeting that it would be difficult to meander the sidewalk into the
landscape buffer of K-Mart due to the severe grade change in that particulaz location. I
included the requirements for ADA, etc., but it seems. as though the Task Force does not
want to deviate from the meandering concept. I have included in this package, both sidewallc
scenarios for your review. Since I have limited information with regard to the elevation
changes along the corridor, as well as the limited scope of our overall contract, I believe that
this issue should be up to the Town of Lake Pazk to decide, rather than the task force.

I also agree with the idea of leaving the existing Black Olives and supplementing the
landscape with the Dahoon Hollies as discussed during our telephone conversation last week.
As discussed Oaks could be replaced in the design solution if, for one reason or another, the
existing Black Olives should parish.

During a telephone conversation with Andy Hertel (Palm Beach County Traffic Division)
on Apri120, 1999, the following was discussed:
1. Medians within the County (West of Alt. A-1-A) will require a change in curb from a
mountable to anon-mountable curb to allow for the proposed trees as seen on the
Conceptual Streetscape Plan. It was decided that the change in curb would only
occur where permitted trees would be planted, such as medians lazger than 8' in
width. Medians less than 8' would maintain their mountable curbs, thus greatly
reducing the lineaz footage of curbs to be removed and constructed.
2. The County would prefer to avoid installing weak-wooded trees such as the Yellow
Tabebuia and Hong Kong Orchid as accent trees in the median. These trees have
posed problems during heavy storms in the past, and the County has current
procedures to replace fallen trees with different species. It was decided to remove
these trees from the landscape palette to avoid any potential problems in the future.
The County would like to reserve the right to review potential flowering trees during
the future phases of the contract.
3. Andy requested copies of the proposed landscape scenarios and therefore a booklet
was forwazded to the Traffic Division for their review.

Although there were only three different scenarios forwarded to your office, there are
actually nine (9) different right of way edge treatments, and ten (10) different median
treatments. Several of these different scenarios have multiple design solutions. A copy
of the preliminary design package to date is attached in this letter for your review,
including an overall key that delineates the proposed locations for the approximate 100'
scenarios.

In addition, any information that your office could provide regarding the location of your
existing facilities to help avoid potentially serious conflicts would be utilized in the final
design solution.

At this time the only "landscape easements" that will be utilized for the design would be
in locations where the adjacent property is either vacant or going through major
regulatory design review (such as site plan approval, building renovation, etc.) The

jurisdiction, where the materials and overall design utilized would reflect the suggested
materials and design of the Northlake Boulevard Task Force. Acquisition of additional
landscape easements has not yet been discussed.
• While we recognize that the back of sidewalk is often the edge of the right of

landscaping site?
This stage of the project is purely a conceptual stage. During the next phase of the
project, detailed site design will occur for the entire length of the Project Area.
(Northlake Blvd. from Military Trail to US 1) Since there is no existing survey of the
right of way, to include roadway geometry, vegetation, signage, etc., a survey would be
necessary for accurate base information prior to working drawings. Therefore, the right
of way would have to be staked during the survey phase of the project. Currently, all
design is taken from detailed site investigation, and although reliable, should not be
considered accurate.
^ Will irrigation water be required?
As is all new landscape designs, an irrigation system will be required for most of these
design scenarios; therefore any additional irrigation would need to be retrofitted into the
existing design. (i.e. Medians in North Palm Beach) However, the majority of Northlake
Boulevard is not irrigated and therefore will need to be designed to accommodate the
conceptual design during the working drawing phase of the project, which is not under
contract at this time.

' All trees proposed in proximity to overhead utility lines must
comply with Florida Power and Light Company's "Plant the
Right Tree in the Right Place" publication. Underground
' utilities must also be addressed.
• Identify the curb type and edge of roadway pavement.
• Sidewalks located at the back of curbs must be a minimum
6 feet wide (per Federal standards).
• Sign-offs from all utility companies in the areas of the
proposed plantings will be required.
• Who will obtain the permit for the landscaping in the right of
way, and be responsible for perpetual on-going
maintenance? This concern applies to the entirety of the
proposal within the County's right of way, as Weil.
• VVho will maintain landscaping in the proposed easements,
and be responsible for replacing it if it dies or otherwise
' becomes a problem?
• Typical sectionswith dimensions) would be most helpful for
this effort, and will be required for permitting.
• Generally review "Streetscape Standards" (copy and
amending memo attached) and revise the "edge treatments"
i as required to conform. We anticipate that an updated
version of "Streetscape Standards" be in effect by the time
this project reaches a point when it is ready for permitting by
the County. A proposed draft of that document was sent to
your office on March 29, 1999, for comments. I don't
anticipate any major changes as a result of the update.
Concerning the median landscaping proposals, I offer the following:
• A ~ 2' wide grass strip, mulch (with weed barrier) strips or
paver strip is required around a!i medians.
• Trees and palms within sight triangles must be spaced no
closer than 40' on-center, or 20' on-center for 4" or smaller
' caliper palms. These appear to be proposed to be much
closer than these minimums.

Shrubs within sight triangles must be maintained at a height
of no more than 30"above the adjacent edges of pavement.
Locations within the County's right of way where existing
Type "E" curbing must be replaced with non-mountable
Type °F" curbing need to be identified. Since Type "E"
curbing exists essentially throughout the County's section
of the area under consideration, this would appear to be a
concern in all medians. Small caliper (~4") plant materials
could be considered in areas that would either not have the
curb replaced, or would be too narrow to meet clear zone
setbacks.
How will the installation of lock block be accomplished in
the medians where curbing is retained; where curbing is
removed? Details will be required for permitting.
Some medians where trees/palms are proposed appear to
be too narrow for such plantings, even if new curbing were
installed.
In many instances, there appears to be a need for
significant revisions in order for the median landscaping
proposals to conform with the safety requirements of
Streetscape Standards". Appropriate revisions will have to
be made before plans for this work can be permitted.
Concerning the identfication icon proposals, I offer the following
comments:
As you mentioned when we spoke, many of the medians
within the limits of this project are too narrow to
accommodate landscaping, even if the median curbing is
changed out. Accordingly, the same medians would also be
too narrow to accommodate the proposed icon/median
numbering signs. While these icons are a viable concept for
assisting motorists using Northlake Boulevard, an aitemate
design will be needed for those medians that are too narrow
to provide required clear zone setbacks.

The identification icon structures are proposed to be quite
massive. Even though they must be located outside of the
minimum mandatory clear zones, they should be
constructed in a way that would make them more "forgiving"
in the event that they were collided with by a vehicle.
Perhaps something like stuccoed frame structures, which
would have a similar appearance, could be considered.
All icon signs must comply with the required 4' clear zone
setback from Type "F" curb.
Due to their size, ail icon signs must be located outside of
areas required for clear sight distance. See "SVeetscape
Standards" for required sight distance details.
Caution needs to be used with those icon signs that
propose the use of lamp fxtures. The lamps could cause
night vision problems for.drivers. Additionally, they could
cause shadows that would obscure the sign numbers at
night.
I understand the desire to beautit~r Northlake Boulevard in this area. I also
understand that the information that you provided to me is only
conceptual. However, care needs to be taken to ensure that all applicable
safety and permitting requirements are met. As such, the concerns that
I have outlined herein should be addressed before you perform more work
toward developing these proposals.

As part of the overall contract for the Northlake Blvd. Streetscape, Michael Redd & Associates
(MRA) is required to present an update to all the Governing bodies that border Northlake. The
attached slide presentation was presented to the Town of Lake Pazk, and other than the members
of the Task Force, it was the first time some of the council had reviewed the project. A
Preliminary Streetscape Booklet was handed out to the council. Comments and concerns of the
commission aze as follows:
1. Where is the funding for the project coming from; and is it going to be a percentage based on
the linear footage of jurisdictional frontage of Northlake?
The Mayor and Town Manager both stated that % of funding for the project has not been
determined yet, however the County has been given some grant money that would be utilized for
this streetscape.

2. Have the property owners and tenants been informed of the streetscape design, since it
M affects visual frontage of the existing storefront signage?
It was stated that MRA has hand delivered a letter to all (595 ±) tenants introducing the project.
Additionally, the council was informed that invitations to attend the last two meetings were
mailed to the tenants and property owners, and that attendance at those meetings were
approximately 20-25 each. Finally, that the property owners were informed of the presentation
to the Town Council.
Some members of the council were concerned that once installation of the proposed design
began, more negative public reaction to the design will surface.
3. During the presentation, MRA stated that we have been closely working with the Kmart
Landscape Architect in the selection and design of their plant matenals as required by their
' development order conditions of approval. There was some concern that the "cart was put
before the horse" since the Conceptual Streetscape Plan has not been approved by the
governing bodies to date.
' It was stated that these restrictions were put on Kmart so there was conformity in the streetscape
frontage design.

I would like to take this opportunity to invite you to a presentation of the Northlake
Boulevard Streetscape Corridor Project On Thursday June 3, 1999 at 7:00 pm at
the City of Palm Beach Gardens Commission Chambers.
Many of you may have reviewed our design plan at the Northlake Task Force
Information Meeting on April 14, 1999. At that meeting we gathered your
comments and suggestions. As part of our contract with the Task Force, we are
required to present our plan to each Town Council, for their review and input. We
invite you to attend this meeting so that we may have your input as well. Once all
the input is received, the Task Force will make whatever adjustments necessary and
proceed to take action toward it's the plan's adoption.
Team Plan is very interested in listening to your input, and we hope to talk to as
many of you as possible. Please feel free to contact me with any suggestions or

1. There was a general consensus that the streetscape icon idea is a valid design solution for
Northlake Blvd., as long as it remains low key in nature and architecturally unique. Care
should be taken not to get carried away in both the overall scale and design.

2. It was requested to not use black olives in the streetscape design due to how messy the tree
gets. Michael Redd and Associates stated that the design utilized existing black olives only
and does not plan on installing additional ones.
3. Since the tenants and owners are concerned that the streetscape design will create a `wall" of
landscaping, obstructing all signage and store frontage, there was discussion of site-specific
design to clarify some concerns. This included state and county streetscape regulations and
specifications, existing driveway configuration, and existing streetscape signage location, all
of which create open sight-lines into adjacent properties.

Dear Commissioner Lee,
As you are aware Michael Redd & Associates is required to provide a Status Report to the
Commissioners of each of the governmental jurisdictions that make up the Northlake
Boulevard Task Force. On May 19~' and May 27~' we presented the Conceptual Streetscape
Plan to the Town of Lake Pazk and the Village of North Palm Beach respectively. On June 3ia,
we will present to City of Palm Beach Gardens. This letter is to act as the Summary Report for
' the Boazd of County Commissioners. Please remember that this phase of the Streetscape Design
is conceptual in nature, and not intended for technical design. No construction drawings will be
produced during this project. Please forwazd this information to the parties responsible for its
i review.
1. Site Analysis/"Ground-Truthing"
Be ' with an accurate di ital aerial hotograph, provided by the County, and photographic
guuung g P
analysis of the north and south sides of the boulevazd taken from the median, MRA was able to
develop basic site information as it relates to the proposed Streetscape. Subsequently, the design
team walked the 3.3-mile project area, identifying other Streetscape elements not appazent from
the photo analysis. This included the general placement of trees, palms, shrubs, fire hydrants,
utility poles, etc. Although this site information is not a certifiable survey, it acts as a very
reliable source of information for macro-scale conceptual design.
2. Preliminary Studies
In the beginning the Task Force wanted MRA to investigate two distinctly separate options
within the Conceptual Streetscape Plan. The first, using the existing conditions along Northlake
Blvd., such as to the overhead powerlines, utility poles, and available landscape azeas. Since
FPL is strictly enforcing the installation of small vegetation under powerlines, this option limits
' the street trees to have mature heights less than 25'. The second scenario was designed as if
there were a "clean-slate" regazding the powerlines and small landscape area issues, and this is

where larger trees such as Oaks and Mahoganys could be utilized. Specific instructions were to
utilize the existing driveways and roadway geometry in both scenarios. Below are examples of

4. Desi Scenarios

Through investigation of the existing conditions and the direction that the Task Force wanted to
follow, the design team determined that there were ten (10) different generic design scenarios for
the medians, and nine (9) different generic design scenarios for the edge of the right-of--way
along Northlake Blvd. The median scenazios range from a median less than 4' wide allowing for
little to no plant material, to lazger than 22' wide which provides opportunities for installation of
lazger trees. The scenazios for the edges of the right-of--way range from utilizing an existing
narrow 8' stretch of azea to include a 6' sidewalk, to requiring adjacent landscape
buffers/easements to follow the proposed streetscape design and landscape pallette. In some
scenazios, the sidewalk can begin to meander along the boulevard due to the increase in adjacent
landscape area, and the lack of room in other azeas wazrant a scenario that existing conditions
should remain.
5. Streetscape Icons
' One design idea that could become an important element of the streetscape design of Northlake
Blvd. is the development of a streetscape icon or quarter-mile mazker, which acts as the
following:
^ Provides an instant azchitectural identifier for Northlake Blvd., setting an azchitectural theme
that can unite the entire length of the boulevazd.
' Quickly identify your business location in quarter-mile increments. Beneficial to public for
locating business addresses on an already confusing street.
• Up-light or internally lit mazker plate for night use.

Sets Northlake Blvd. apart from all other retail strips in Palm Beach County.
Eliminates the numbering discrepancies of addresses on Northlake Blvd.
Offers an architectural theme for existing /new businesses to use in improvements.

6. County Traffic Department
The County Traffic Department has reviewed preliminary design scenarios produced and
presented to the Task Force. As per their comments and questions dated 5/13/99, MRA is
currently reviewing the latest County and State Streetscape Regulations for compliance. The
comments were primarily centered on the median designs and the proposed material within
clear-sight triangles, clear-zones, and clear-trunks of trees. MRA is currently addressing these
issues with variations and revisions of the proposed scenarios to comply with all regulations.
7. The Public
In November, MRA hand delivered a letter to each of the 595 +/- tenants along Northlake Blvd.,
introducing the Streetscape Project, the Task Force, and our firm. Since then, we have invited

both the tenants and owners to task force meetings in Mazch and April, as well as the individual
Council Meetings previously mentioned. Attendance has been approximately 25 citizens at each
meeting. MRA has received a few telephone calls from owners and tenants regazding to this
plan, and has supplied them with any conceptual design/support documentation when requested.
'Their primary concerns are that the proposed landscaping will create a wall of vegetation,
blocking all visual access to the signage and store frontage along the boulevazd. Our firm has
tried to reassure the public that these issues will be taken care of during the working-drawing
phase of the project. (not under this contract) Driveways, signage locations, regulated and
maintained vegetation, and adverse existing conditions all help keep the visual site lines open.

We are nearing the end of this phase of the overall project, and the Task Force is waiting to
receive comments relating to the Conceptual Streetscape Plan from all the jurisdictions. At the
next task force meeting, samples of streetscape furniture such as tree grates, benches, lighting,
etc, will be presented, along with a macro cost estimate for the next phase of design and eventual
installation.

2. The Council asked if there were any alternative funding sources being investigated with this
project. Vice Mayor Furtado stated that the County had some money set aside for this
project; however, Commissioner Marcus stated that the money is not guaranteed at this time.
3. The streetscape icon was positively received. It was stated that explorations of funding from
commercial property owners for the monuments would be one way to get the owners more
involved.
4. It was stated that streetscape icons located in medians should be made of "break-away"
material in case of traffic accidents that effect the median. MRA stated that the County
Traffic Department is already addressing this issue.
5. There was a general consensus that the conceptual plan for Northlake Boulevard will be an
aesthetically pleasing solution for the community.
