RESOLUTION NO. 72-97
A RESOLUTION OF THE VILLAGE COUNCIL
OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, PROVIDING FOR THE SUPPORT
OF THE REAUTHORIZATION OF THE
INTERMODAL SURFACE TRANSPORTATION
EFFICIENCY ACT (ISTEA) BY THE UNITED
STATES CONGRESS AND REQUESTING THAT
THE UNITED STATES CONGRESS END THE
FUNDING INEQUITY THAT EXISTS FOR THE
RECEIPT OF FUNDS BY THE STATE OF
FLORIDA; AND, PROVIDING FOR AN
EFFECTIVE DATE.
• WHEREAS, the Intermodal Surface Transportation Efficiency
Act (ISTEA) is due to expire on September 30, 1997.
WHEREAS, the U.S. Congress has begun activities to
reauthorize the ACT,
WHEREAS, the inequity of the State of Florida receiving
only 78 cents per dollar has resulted in the State of Florida
contributing over $1 billion dollars more to the Federal Highway
Trust Fund than it has received since the enactment of ISTEA,
WHEREAS, Florida has demonstrated its commitment to the
statewide and metropolitan planning process, intermodalism, air
quality and other environmental improvements, transportation
enhancements, and public participation, and
• WHEREAS, the key issue to be addressed in the
• reauthorization process is the equitable distribution of federal
transportation funds.
BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA:
Section 1. The Village Council of the Village of North
Palm Beach, Florida, joins State and local elected officials,
governmental agencies, public and private transportation providers
and businesses in petitioning the U.S. Congress to:
1. Support the reauthorization of the Intermodal
Surface Transportation Efficiency Act, including continuing such
programs as CMAG and Enhancements, and continuing the planning
principles and State-MPO decision making process presently outlined
in ISTEA, in a timely manner.
2. Support a remedy to end the extreme funding inequity
that exists in Florida's donor state status by ensuring that every
• state receives at least a true 95~ rate of return on the payment
they make to the Federal Highway Trust Fund, which is consistent
with the targets set under the STEP 21 reauthorization.
3. Support ending the diversion of gas tax revenues in
the various transportation trust funds for deficit reduction or any
other non-transportation purposes.
4. Support to simplify the federal program structure
and maximize state and local programming flexibility.
Section 2. The Village Clerk is directed to forward a
certified copy of this Resolution to Senator Connie Mack and
Senator Robert Graham, Governor Lawton Chiles, President Bill
Clinton and to other governmental bodies and public agencies as the
Mayor directs.
Section 3. This Resolution shall take effect immediately
upon its adoption.
