ROLL CALL
Mayor Norris called the Workshop Session to order at 9:05 p.m. All members of Council were
present. All members of staff were present.
TENNIS COURT FACILITIES
Community Development Director Charles Cangianelli reviewed possibilities for a temporary
tennis facility. Mr. Cangianelli suggested renting a trailer to accommodate a tennis office and
pro shop, men's dressing room and restroom, and ladies dressing room and restroom.
Additionally, Mr. Cangianelli proposed adding landscaping and a sidewalk adjacent to the trailer.
For Council consideration with regard to a more permanent structure, Mr. Cangianelli provided
drawings and floor plans for tennis facilities constructed in West Palm Beach and Palm Beach County
in 2003, with a cost of $325,000 for 725 square feet and $575,000 for 2,200 square feet, respectively.
The Council discussed a temporary trailer facility, and requested that the Country Club Advisory
Board address this issue at its meeting on 2/12/07.
Brief discussion took place concerning the possibility of a donation toward a permanent facility,
in exchange for the opportunity to name the building.
Brief discussion ensued on court maintenance.
Council requested a less than 24month lease and forwarded this item to the next Regular Session agenda.
REGULATION OF VILLAGE WATERWAYS
Village Attorney Len Rubin gave a brief history on the canal end mooring issue. Mr. Rubin
reviewed the subject of waterfront rights, existing conditions with regard to properties located at
the end of various lagoons, and the potential impact of additional regulation on dock construction
or other utilization of the adjacent waterway. Mr. Rubin discussed the logistical difficulty of
enacting new regulations, which would entail mapping each location where there are dead-end
corners and intersecting property lines. Mr. Rubin expressed concern that changes in the
• regulations could expose the Village to legal challenges and potential liability.
It was requested that the Village Council approve the Village Attorney's attendance at the next
Waterways Board meeting. By consensus, the Council approved this request. The Council took
no further action on this item.

ALTERNATE AlA AND CONGRESS AVENUE AREA ANNEXATION
• Discussion was held concerning the proposal of Land Research Management, Inc. to prepare an
Annexation Study of the area located west of the FEC Raikoad right-of--way.
Chief Knight advised that staff requested a proposal from the Village's Planning Consultant, Jim
Fleischmann in response to the Council's interest in considering annexation opportunities in the
Congress Avenue area.
Brief discussion took place on previous activities of the Village's Annexation Consultant, Ambit
Marketing, and the Annexation Committee.
Discussion ensued concerning the proposed extension of Congress Avenue to Alternate~AlA at
Richard Road.
This item was forwarded to the next Regular Session, with a request to identify a funding source
for the annexation study.
EARMAN RIVER WITHDRAWAL PERMIT
Mr. Cangianelli discussed renewal of the Village's permit with the South Florida Water
Management District (SFWMD) to withdraw water from the Earman River for irrigation at the
golf course, U.S. Highway 1 medians, and other public areas. Mr. Cangianelli advised that
renewal of this seven year permit is due in June.
Discussion ensued on SFRN's proposal, in conjunction with its subcontractor, Arcadis G&M, Inc.,
to prepare and submit the water use permit renewal to SFWMD. It was requested that staff
provide an estimate of the permitting fees.
Discussion took place concerning the calibration of the Earman River pump. Mr. Cangianelli
advised that Public Works is installing a new meter on the pump which will calibrate by volume
rather than time.
Mr. Cangianelli reviewed options for backup irrigation, including well drilling or utilizing gray
water through Seacoast Utility Authority. Mr. Cangianelli estimated the cost of permitting, well,
and pump at $125,000; alternatively, the use of gray water would entail a monthly fee to
Seacoast and a fee for use of the water.
Council directed that more information be obtained on alternative sources of irrigation.
SFRN's proposal for renewal of the water use permit was placed on the next Regular agenda.
