A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF NORTH PALM BEACH, FLORIDA, AUTHORIZING
THE MAYOR AND VILLAGE CLERK TO ENTER INTO AN
INTERLOCAL AGREEMENT WITH THE TOWN OF LAKE PARK
ATTACHED AS EXHIBIT "A", WHICH AGREEMENT CREATES
A JOINT TASK FORCE FOR THE PURPOSE OF
FACILITATING RENOVATION AND REDEVELOPMENT OF THE
NORTHLAKE BOULEVARD CORRIDOR ON NORTHLAKE
BOULEVARD WEST OF U.S. HIGHWAY NUMBER ONE AND
EAST OF MILITARY TRAIL; AND, PROVIDING FOR AN
EFFECTIVE DATE.
BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA:
Section 1. The Village Council of the Village of North Palm Beach,
Florida, does hereby approve the Interlocal agreement with the Town of Lake
• Park, attached as Exhibit "A", which agreement creates a ,joint task force for the
purpose of facilitating renovation and redevelopment of the Northlake Boulevard
corridor on Northlake Boulevard west of U.s. Highway Number One and east of
Military Trail.
Section 2. The Mayor and Village Clerk are hereby authorized and
directed to execute the Interlocal Agreement with the Town of Lake Park, Florida,
set forth to Exhibit "A" for and on behalf of the Village of North Palm Beach.
Section 3. This Resolution shall take effect immediately upon its
adoption.

INTERLOCAL AGREEMENT
This Agreement shall be effective as of the 17ru day of ,f i icy , 1996, and
is being entered into by and between the VILLAGE OF NORTH PALM BEACH, 501 U.S.
Highway One, North Palm Beach, Florida 33408 (hereinafter "NORTH PALM") and the
TOWN OF LAKE PARK, 535 Park Avenue, Lake Park, Florida 33403 (hereinafter "LAKE
PARK").
WITNESSETH:
WHEREAS, the Northlake Boulevard Corridor and associated .properties (hereinafter
"Corridor"), located generally on Nortlilake Boulevard, west of Federal Highway (U.S. 1) and
east of Military Trail, has, in recent years, suffered a decline in quality of land uses; and
• WHEREAS, this decline in quality of land uses negatively impacts upon taxable value
and provisional services, as well as aesthetic appearance of the property; and
WHEREAS, NORTH PALM and LAKE PARK are specifically concerned with Corridor
from west of Federal Highway (U.S. 1) and east of C-17 Canal Bridge; and
WHEREAS, portions of the Corridor are located in NORTH PALM while other portions
are located in LAKE PARK; and
WHEREAS, NORTH PALM and LAKE PARK are desirous of encouraging
improvement, enhancement and/or redevelopment of the Corridor; and
WHEREAS, NORTH PALM and LAKE PARK have, through their respective governing
bodies, appointed a joint task force for the purposes of facilitating renovation and/or
redevelopment of the Corridor; and
• WHEREAS, to develop such a plan will require legal assistance, as well as consultants
in such areas as land use planning and engineering; and

WHEREAS, it is the desire of NORTH PALM and LAKE PARK to accomplish these
• joint objectives in an expeditious manner pursuant to the authority granted in Chapter 163, Part
I, Florida Statutes, "The Florida Interlocal Cooperation Act of 1969."
NOW, THEREFORE, in accordance with Chapter 163, Part I, Florida Statutes, the
undersigned parties, for and in consideration of the mutual benefits set forth herein, do hereby
enter into this Interlocal Agreement and represent, covenant, and agree with each other as
follows:
SECTION ONE
The facts, statements, and recitals, as set forth herein, are true and correct and are
incorporated herein by this reference.
SECTION TWO
• APPOINTMENT OF TASK FORCE REPRESENTATIVES
The task force shall consist of six (6) total representatives with NORTH PALM and
LAKE PARK each appointing three (3) of the task force representatives. Each municipality shall
appoint one (1) alternate representative who shall sit on behalf of the municipality and have a
vote when one (i) of the regular task force representatives of such municipality is absent.
SECTION THREE
QUORUM AND VOTING OF THE TASK FORCE REPRESENTATIVES
The presence of two (2) or more task force representatives from each municipality shall
constitute a quorum. Voting shall require a minimum of four (4) affirmative votes.
SECTION FOUR
AUTHORITY OF TASK FORCE REPRESENTATIVES
NORTH PALM and LAKE PARK each authorize their respective representatives to
• participate in the task force and to take such actions necessary to develop a recommended plan
for consideration by the governing bodies of NORTH PALM and LAKE PARK. Any

recommended plan must be approved by Resolution or Ordinance by the Council of each
• municipality. To this end, task force representatives are authorized to meet as necessary and to
retain such professional assistance as they deem necessary to assist them in their task. In each
instance where it becomes necessary to retain professional assistance, the task force shall assign
responsibility for procuring such assistance to one governmental unit which shall do so in
accordance with its established purchasing policies and applicable Florida law. Costs for such
services shall be borne equally by the parties to this Agreement.
Therefore, each party agrees to make a financial commitment toward these services in
an amount to be agreed upon by the parties within thirty (30) days from date of full execution
of this Agreement.
SECTION FIVE
MISCELLANEOUS PROVISIONS
• Binding Effect. All of the terms and provisions of this Agreement, whether so expressed
or not, shall be binding upon, inure to the benefit of, and be enforceable by the parties and their
respective legal representatives, successors and permitted assigns.
Severability. If any part of this Agreement is contrary to, prohibited by, or deemed
invalid under applicable law or regulation, such provision shall be inapplicable and deemed
omitted to the extent so contrary, prohibited or invalid, but the remainder hereof shall not be
invalidated thereby and shall be given full force and effect so far as possible.
Counterparts. This Agreement may be executed in one or more counterparts, each of
which shall be deemed an original, but all of which together shall constitute one and the same
instrument.
• Effective Date. This Interlocal Agreement shall become effective upon a Resolution being
enacted by each municipality authorizing the Mayor and Clerk to execute this Agreement.
