1994-021 Equity Study Commission' RESOLUTION NO. 21 - 94
A RESOLUTION OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA,
CREATING AN "EQUITY STUDY COMMISSION"; PROVIDING FOR THE
DUTIES OF THE COMMISSION AND PROVIDING FOR MEMBERSHIP OF THE
COMMISSION.
WHEREAS, Section 205.0535, Florida Statutes, authorizes
local governments to create an "Equity Study Commission" to
consider amendments to local government occupational
licensing laws and to recommend a classification system and
rate structure for local occupation license taxes; and
WHEREAS; the Village of North Palm Beach, Florida's,
current occupational license classification system requires
certain amendments to modernize the present system; and
WHEREAS; the Village Council may consider amendments to
the present system of occupational license fees; and
WHEREAS: the Village Council desires to update its
current classification and rate system for occupational
licenses;
NOW THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH
PALM BEACH, FLORIDA:
Section 1. The Village of North Palm Beach Equity Study
Commission (the Commission) is hereby created.
Section 2. The Commission shall consist of seven
members. The seven members shall be appointed by the Village
Council. Membership on the Commission shall consist solely of
owners, managers or members of the board of directors of a
local business within the Village of North Palm Beach and
which has a current Village of North Palm Beach occupational
license.
Section 3. The purpose of the Commission is to examine
and review the Occupational License Code, Chapter 17, Article
I, Article II and Article III regarding classifications and
rate structure and to recommend revisions to such
classifications and rate structure for the occupational
' licenses. The Commission shall be guided by the following
objectives in formulating its recommendations:

' 1. The Commission shall review the businesses,
professions and occupations within each classification and
recommend any reclassifications or new classifications.
2. The Commission shall recommend a classification for
any business activity not currently paying an occupational
license.
3. The Commission shall review the rates of each
classification and recommend any fee increases necessary to
establish equity between the rates for such classifications.
4. After considering objective 1 through 3, the
Commission shall propose a rate structure that will generate
aggregate revenue increase of $20,000 in revenue each for the
license years beginning October 1, 1995 and October 1, 1996.
The $20,000 additional revenue shall be generated from rate
structure changes applied to the existing licenses and not
from other factors that would normally cause increased
license revenue.
Section 4. Upon appointment of all members, the
' Commission shall hold an organizational meeting. At that
organizational meeting, the Commission shall elect a chair
and vice-chair, determine a schedule of meeting dates and
perform such other tasks as may be necessary to conduct its
assigned business.
Section 5. The final report and recommendation shall be
made to the Village Council prior to July 20, 1994.
Section 6. This Resolution shall take effect
immediately upon adoption.
