1993-017 Parker Bridge Openings' RESOLUTION N0.17-93
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
NORTH PALM BEACH, FLORIDA, ESTABLISHING R POLICY WHEREBY
THE PUBLIC SAFETY DEPARTMENT OF THE VILLAGE AND ITS
OFFICERS SHALL INFORM BOATERS UTILIZING THE INTRACOASTAL
WATERWAY WITHIN THE VILLAGE OF FEDERAL LAWS AND
REGULATIONS THAT PROHIBIT VESSEL OWNERS AND OPERATORS
FROM SIGNALING THE PARKER BRIDGE TO OPEN FOR
NONSTRUCTURAL VESSEL APPURTENANCE NOT ESSENTIAL TO
NAVIGATION OR APPURTENANCE WHICH IS EASILY LOWERED;
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the number of bridge openings of Parker Bridge for
vessels utilizing the Intracoastal Waterway within the Village is
causing undue delay for motorists and traffic congestion on U. S.
' Highway No. 1; and
WHEREAS, the Village Council has determined that one of the
causes of excessive openings of Parker Bridge are vessel owners and
operators who signal the bridge tender to open for nonstructural
vessel appurtenance not essential to navigation or appurtenance
which is easily lowered in violation of federal law and
regulations; and
WHEREAS, the Village Council of the Village of North Palm
Beach, Florida, is desirous that its Public Safety Department
institute a program informing vessel owners and operators of
federal law and regulations of bridge openings including the
opening of Parker Bridge.
' BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA:

Section 1. The Village Council of the Village of North
Palm Beach, Florida, does hereby direct the Public Safety
Department to establish a program whereby the Public Safety
officers of the Village inform vessel owners and operators of
federal laws and regulations that prohibit vessel owners and
operators from signaling the bridge tender of Parker Bridye to open
for nonstructural vessel appurtenance not essential to navigation
or appurtenance which is easily lowered. Such program shall
include, but not be limited to, the dissemination of written copies
of applicable federal laws and regulations to vessel owners and
' operators that utilize the navigable waterways located within the
Village of North Palm Beach.
Section 2_ This Resolution shall take effect immediately
upon its adoption.
