VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA

ROLL CALL
Mayor Aubrey called the meeting to order at 8:42 p.m. All members of Council were present. All
members of staff were present.
COUNTRY CLUB CLUBHOUSE INTERIOR DESIGN
Mr. Lukasik discussed shortcomings highlighted during previous meetings and stated Susan
Bardin, Interior Design Director for Peacock + Lewis Architects and Planners would be providing
an update. He pointed out small changes had been made since the backup materials went out, so
Council had hard copies in front of them.
Ms. Bardin presented the proposed interior design for the new Country Club Clubhouse. She
discussed the surfaces, decor, benches, ceilings, and furniture.
Councilmembers asked questions about views of the golf course and stools in the bar. Ms. Bardin
responded briefly.
Ms. Bardin continued her presentation, highlighting the indoor/outdoor experience that was the
focus of the clubhouse. She shared images of carpet and floor coverings and discussed wish list
items which would be included, if possible, within the budget, such as a terrazzo floor. Discussion
ensued regarding contrasting colors and furniture longevity.
Councilmember Bickel stated she would love to see historic photos of North Palm Beach be
included in the decor. Ms. Bardin made note of appropriate spaces and shared ideas.
Ms. Bardin showed the restaurant space. Discussion ensued regarding whether there was a need
for televisions in the interior grill room area and the size of the opening between the grill room
and outdoor area.
Ms. Bardin continued reviewing the restaurant, including wall coverings and art. She shared
options for the interior space. Discussion took place regarding furniture options for the restaurant
areas. It was suggested that some portion of the grill room or bar area reflect a golf -oriented feel,
and discussion continued concerning the restaurateur's input on furniture and design.

Mr. Lulcasik suggested presenting the restaurant operator with some direction and limited options
regarding the look of the space. Discussion ensued regarding the level of specific detail that should
be discussed during a Council workshop.
Council consensus was in favor of the darker colored woven material for the outdoor furnishings.
Ms. Bardin explained that the outdoor furniture would be ordered approximately eight (8) months prior
to opening.
Ms. Bardin noted that although color choices could change, Council approval was needed on the
interior architectural details (acoustic/wood ceilings, carpet/tile floors) to finalize construction
drawings. No concerns were raised.
ZONING CODE AMENDMENT — MEDICAL MARIJUANA
Mr. Rubin provided a brief background on the State's medical marijuana legislation and stated that
the Village had the option to ban medical marijuana dispensary treatment centers or to regulate
them in the same way as pharmacies. He explained the proposed Ordinance amending Appendix
C (Chapter 45), "Zoning," of the Village Code of Ordinances to prohibit medical marijuana
treatment center dispensing facilities within the Village's corporate limits, and to provide for
medical marijuana treatment centers that do not dispense to be located within the I-1 Light
Industrial District, subject to the additional requirements imposed by State law.
Councilmember Bickel asked about proximity to schools and daycares. Mr. Rubin stated that only
public and private elementary, middle schools, and secondary schools were listed. He noted that
he did not believe the Village had any daycares within light industrial areas. He stated that he
would verify before the Ordinance came before Council, but they were not permitted to add
additional restrictions beyond what the State had imposed.
Vice Mayor Gebbia commented on the experiences of other communities and stated that having
an Ordinance excluding the use would not cause undue hardship, as there would be other facilities
nearby for resident access.
Mayor Aubrey stated he had researched dispensary facilities asked Mr. Rubin to bring the item
before Council. Discussion ensued regarding the State law and potential future action.
Mr. Rubin outlined the next steps, explaining after preliminary review at this workshop, the matter
would go to Planning Commission before advancing on to a regular meeting of Village Council.
ZONING CODE AMENDMENT — GROUP LIVING FACILITIES
Mr. Rubin explained the background on group living facilities and presented a proposed Ordinance
amending Appendix C (Chapter 45), "Zoning," of the Village Code to address group living
facilities and codify the reasonable accommodation process. He explained the need to be even
handed in the approach due to Federal regulations and reviewed the tools legally available to the
Village to regulate facilities.

Mr. Rubin discussed the definitions updated through the Ordinance to comply with the Statute and
j reviewed the applicable Fire Code. Discussion ensued regarding scheduled versus fire inspections,
ADA accommodations, and licensing protections. Mr. Rubin shared how other municipalities had
handled the issue.
Erin Sita, Village Planner, explained the research staff had done regarding limiting parking in the
front yard and highlighted properties that would meet the proposed regulation and those that would
not. She showed images of examples. Discussion ensued regarding Village character, storm water
retention, and variances.
Mr. Rubin stated this Ordinance had already gone before Planning Commission, and there had
been lively debate on the topic. He shared feedback from the discussion. Discussion ensued as to
measurements, swales, and the number of properties impacted.
Mr. Rubin explained the item would be going back to Planning Commission before going before
the Village Council at a regular meeting.
FLORIDA FIRE PREVENTION CODE AND UPDATED PROPERTY MAINTENANCE AND
HOUSING STANDARDS
Mr. Rubin outlined a proposed Ordinance amending Chapter 12 of the Village Code to provide for
enforcement of the Florida Fire Prevention Code by the Village's Fire Rescue Department and
amending Chapter 15 of the Village Code to adopt updated and revised property maintenance
standards and minimum housing standards. He reviewed the history of the issue and provisions
within the proposal.
Discussion ensued regarding challenges and setting expectations.
Mr. Rubin explained this item would not go to Planning Commission and encouraged
Councilmembers to bring any questions to the first reading.
ZONING CODE AMENDMENT — WALLS AND FENCES IN PUBLIC DISTRICT
Mr. Rubin outlined the proposed Ordinance amending Appendix C (Chapter 45), "Zoning," of the
Village Code to exempt properties within the Public (P) zoning district from the height and location
restrictions pertaining to walls and fences. Discussion ensued regarding the properties covered.
Mr. Rubin explained the item would go before Planning Commission.
