NORTH PALM BEACH — The day after they
voted unanimously to terminate manager Jamie
Titcomb's contract after just seven months, vil-
lage council members were tight-lipped Friday
about how they arrived at their decision.
Sharing few details beyond their concerns
about Titcomb's leadership and decision -mak-
ing as well as low morale within the village,
members wouldn't say why they acted Thurs-
day to remove Titcomb.
"We clearly have come to our own conclusions
based on the fact that we've judged his perfor-
mance,' member Robert Gebbia said.
Since Titcomb was terminated without just
cause, he will receive a severance package
that includes a lump -sum payment equal to
six months of his base annual salary, which at
$135,000 would total $67,500..
If Titcomb had been, terminated with just
cause, the village would have had no obligation
to pay him anything beyond accrued and un-
paid salary through the termination date.
He did not receive a performance evaluation
or review, as those are conducted annually, the
village clerk's office said.
Mayor Darryl Aubrey said the council began
looking into Titcomb's performance in De-
cember after hearing of concerns from village
staff.
"I had asked (Village Attorney) ' Len Rubin
and one of his associates to dig into the prob-
lems a bit, talk to some of the people that might
have been involved and talk to each council
person separately," Aubrey said.
"The attorney at my request interviewed a
number of people that were concerned and in-
dividually met with each council member and
reviewed those facts, which led everybody to
the same conclusion."
None of the council members spoke with
each other about the situation, they said.
"We've been very diligent about Sunshine
Laws," Gebbia said, referring to laws govern-
ing public access to governmental records and
proceedings.
Titcomb could not be reached Friday.
