VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA
FEBRUARY 8, 2018

ROLL CALL
Mayor Norris called the meeting to order at 9:20 p.m. All members of Council were present. All
members of staff were present.
NORTH PALM BEACH POOL OPERATIONAL STRUCTURE
Mr. Lukasik explained at the previous month's Regular Meeting, Councilmember Bickel had
asked staff to look at the management structures at other community pools. He stated staff had
done a survey of facilities and provided the data in the backup materials.
Council and staff reviewed the data collected in the survey.
Vice Mayor Gebbia asked if the facilities included in the survey were considered well-run. He
stated there was no use patterning after a pool that was not performing well. Discussion continued
regarding the process that should be taken moving forward.
Commissioner Norris stated that the Village needed to first assess the issues, then create a plan to
address them, rather than starting with the creation of a management structure.
Councilmember Bickel asserted that the Village was in a unique situation with some exciting
things on the horizon, and she thought there was a unique opportunity to put together a committee
with some stakeholders on it to create the plan.
Councilmember Mullinix stated when reviewing the survey, it looked as though all the pools
except the Village of North Palm Beach had a manager and a lead lifeguard. He noted that
leadership was important. Discussion continued regarding how to address the pool issues.
Mr. Lukasik summarized tasks he was hearing Council say a committee would need to undertake,
starting with creating a list of issues to address.
Discussion ensued regarding leadership for the lifeguards, whether to task the Recreation Advisory
Board with the pool discussion, timing, and which individuals and stakeholders should be involved
in a committee.
Council decided by consensus to direct Mr. Lukasik to put together an ad-hoc pool committee for
Council review.
