A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF NORTH PALM BEACH, FLORIDA, ENDORSING
THE COLLECTION OF COUNTY IMPACT FEES AT THE TIME
OF ISSUANCE OF BUILDING PERMITS AND RECOMMENDING
SUCH PRACTICE TO THE PALM BEACH COUNTY COMMISSION.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL
' OF NORTH PALM BEACH, FLORIDA:
Section 1: That the Village of North Palm Beach
hereby strongly endorses and recommends to the Palm Beach
County Board of County Commissioners that County Impact fees be
collected at the time of building permit issuance and reject
the postponement of collection of impact fees to the time of
issuance of Certificates of Occupancy. Collection of impact
fees at the time of issuance of building permits greatly
increases the ease and likelihood of prompt receipt of the
required impact fees, whereas postponement of required payment
until time of issuance of Certificates of Occupancy increases
risk of non-payment, with a proporational increase in time and
' expense in collection efforts. Since the impact on the
services and infrastructure for which the impact fees are
imposed commence with the beginning of construction, it is
logical that the impact fees should also be paid at the
commencement of construction and not at the time a Certificate
of Occupancy is issued.
Section 2: The Village Clerk is directed to forward
a copy of this Resolution to the Board of County
Commissioners.
Section 3: This Resolution shall take effect
immediately upon passage.
