A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA REQUESTING THE FLORIDA LEGISLATURE TO ENACT
LEGISLATION TO PROVIDE FOR ACCESS BY MUNICIPALLY SUPPORTED
PUBLIC LIBRARIES TO STATE LIBRARY GRANT FUNDING SOURCES.
WHEREAS, the present provisions of Chapter 257, Florida Statutes,
' do not provide for access by local independent free public libraries
to State Library Operating Grants and instead solely assist County and
District designated single administrative unite and cities of 200>000
or more population; and
WHEREAS, the North Palm Beach Public Library ie an independent
facility supported by the Village of North Palm Beach, which provides
free public library services to persona within the Village and also
provides certain services to persons residing outside of the Village; and
WHEREAS, the North Palm Beach Public Library meets public library
service needs which are not directly met by Palm Beach County, yet is
denied access to State funded sources of Library Operating Grants; and
WHEREAS, the continued development of public library service in
Florida is dependent on adequate support from the State to encourage
quality service to every resident; and
WHEREAS, it is necessary to provide independent libraries with fair
and reasonable access to the State funding sources by direct grants to
independent libraries, so as to share fairly the State grant proceeds
with County systems;
NOW, THEREFORE, BE IT RESOLVED BY VILLAGE COUNCIL OF THE VILLAGE
OF NORTH PALM BEACH, FLORIDA, THAT:
Section 1. The State Legislature declare a policy to encourage the
establishment and development of free library services throughout the State
by providing grants to Cities, Districts, and Counties that maintain free
public libraries, and that such grants not be limited solely to County and
District designated exclusive library unite.
' Section 2. That the Legislature create new State funding sources
to assist all public libraries (regional, county, municipal, and independent)
to continue to provide vital public library service.
Section 3. That the Legislature is hereby requested to amend
Chapter 257, Florida Statutes, to create Public Library Aaeistance
Grants as outlined in House Bill 379, and Senate Bill 621, to continue
to provide vital public library service.
Section 4. that a copy hereof shall be provided to the Palm Beach
' County Legislative Delegation, the State Librarian, the Secretary of State,
and the Governor.
Section 5. This Resolution shall take effect immediately upon
passage.
