A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA,
CREATING AN AD HOC BICENTENNIAL CONSTITUTION COMMITTEE; SETTING FORTH THE
' COMPOSITION OF SAID COMMITTEE AND THE DUTIES AND RESPONSIBILITIES Of SAID
COMMITTEE
WHEREAS, the creation and development of our representative government
from Revolution through Independence and to the present is a remarkable story
that is best commemorated through local observance, and
WHEREAS, the Bicentennial Community Program enables citizens of large
cities and small towns alike to participate in this recognition of American
History, and
WHEREAS, the Village of North Palm Beach, by authority of the
Commission on the Bicentennial of the United States Constitution, has been
approved and is recognized as a "Designated Bicentennial Community";
' NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA:
Section 1. There is hereby created an Ad Hoc Bicentennial
Constitution Committee to be known hereafter as the Committee.
Section 2. Said Committee shall be composed of the following
fifteen (15) persons, all of whom are residents of the Village and each of whom
shall hold office until the North Palm Beach Bicentennial Community Program is
culminated; namely, September 20, 1987. However, any person may be removed at
any time by a majority vote of the Village Council, and in the event of a
vacancy the Village Council shall appoint a successor to the Committee.

Section 3. The Village Clerk shall notify the Committee members of
their appointment and shall call a meeting of the Committee within ten (10) days
from the date of this Resolution. At the first meeting the Mayor and the
Village Manager shall outline the purpose and responsibilities of the Committee
' and the Mayor shall preside at the meeting until the Committee shall organize
and elect from its members a chairman, vice-chairman apd secretary.
Section 4. Meetings of the Committee shall be held at the call of the
chairman or such other times as the Committee may determine. but in no event
shall the Committee meet less often than once a month. Meetings of the
Committee shall be open to the public and the time and place of the meetings
shall be announced sufficiently in advance to notify the public. Notices of
meetings shall be posted on appropriate bulletin boards throughout the Village
of North Palm Beach. The Committee shall keep minutes of the proceedings
showing the vote of each member upon each question and shall keep records of
its official actions, all of which shall be properly filed in the office of the
Village Clerk and shalt be a public record. The Committee may establish such
rules and regulations as it may deem necessary in the conduct of its meetings
and in lieu thereof Roberts Rules of Order shall be used.
Section 5. The Bicentennial Constitution Committee shall be
advisory to the Village Council and shall have no official powers except Lhose
specifically prescribed in this Resolution. Any advice. recommendations or
other matters by the Committee shall be subordinate to the control of the
Village Council.
Section 6. The Committee shall exercise and perform the following
powers and duties:
A. Plan and coordinate Bicentennial Constitution activities in the
Village of North Palm Beach.
Section 7. Members of the Bicentennial Constitution Committee shall
' serve without compensation and any expenses to be incurred by said Committee
shall be first approved by the Village Manager prior to any commitments.

Section 8. This Resolution shall take effect irtmediately upon
passage.
