A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BF.AC1{,
FLORIDA, IN THE, INTEREST OF PUBLIC SAFETY AND THE, PREVENTION OF
CRIMF,S AND PROSF,CUTION OF OFFENDERS.
' WHF,REAS, criminal activity has drastically increased
through the years and apparently will continue to increase unless
our system of criminal justice is improved and the law diligently
enforced; and
WI{EREAS, it is the considered opinion of the Village
Council that the principal objective of our system of criminal
justice is the protection of the victims of offenders rather
than the convenience of the offender; and
WHEREAS, it is evident that no law is a deterrent to the
conm~ission of crimes unless the law is strictly enforced and
stringently applied; and
WIIERF.AS, our present system is being administered in
' such a manner that habitual offenders have in many instances been
released on their own recognizance or on minimal bail bond require-
menu; and
WI{EREAS, the Village Council is of the opinion that
inunediate steps must be taken by all persons and governmental
agencies to enforce our laws in the interest of public safety
and for the protection of our society from the rapidly spreading
and increasing criminal activities;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE, COUNCIL OF
NORTI[ PALM REACH, FLORIDA:
Section 1. The presiding judges, members of the Palm
13eac1~ County Legislative Delegation, the Speaker of the Florida
' ]louse of Representatives, the President of the Florida Senate,
the Attorney General of Florida, Governor Bob Graham, Congressman
llan Mica, Congressman L. A. "Skip" Bafalis, Senator Lawton Chiles
and Senator Kichard Stone are hereby urged and requested to take
all possible measures to see that habitual offenders are vigorously
prosecuted, and that proper and adequate bail bonds be required
in the case of any criminal, and that criminals arrested for mul-
tiple crimes not be released on their own recognizance unless
there be grave extenuating circumstances.
' Section 2. All municipalities and county governments
are invited and requested to adopt similar resolutions and i'or-
ward them to the appropriate individuals and governmental agencies.
Section 3. A copy of this resolution shall be furnished
to all appropriate officials and agencies by the Village Clerk.
Section 4. This Resolution shall take effect immediately
upon passage.
