2009-39 Edward Byrne Grant Application & CertificationRESOLUT~4N 2009-39 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AUTHORIZING THE FILING OF AN APPLICATION PURSUANT TO THE EDWARD BYRNE MEMORIAL COMPETITIVE GRANT PROGRAM ADMINISTERED BY THE U.S. DEPARTMENT OF JUSTICE TO PROVIDE FUNDS FOR THE SALARY AND BENEFITS OF A CIVILIAN CRIME ANALYST AND AUTHORIZING VILLAGE ADMINISTRATION AND VILLAGE OFFICIALS TO TAKE ALL STEPS NECESSARY TO SECURE SUCH GRANT FUNDING; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village Public Safety Department wishes to apply for a grant pursuant to the Edward Byrne Memorial Competitive Grant Program administered by the United States Department of Justice and made available through the federal Recovery Act; and WHEREAS, the Village wishes to apply for $110,050 in non-matching grant funds for the salary and benefits of a civilian Crime Analyst over a two year period; and WHEREAS, in order to receive these funds, the Village must complete the application provided and make certain representations and certif cations regarding compliance with the applicable reporting requirements and the use of such funds; and WHEREAS, the Village Council wishes to authorize Village Administration and the appropriate Village Officials to take all steps necessary to secure the grant funds and determines that such authorization is in the best interests of the Village and its residents. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, as follows: Section 1. The foregoing "whereas" clauses are hereby adopted as true and correct and are incorporated herein by reference. Section 2. The Village Council hereby authorizes Village Administration and appropriate Village Officials, including the Mayor and Village Clerk, to take all steps necessary to secure $110,050 in grant funds pursuant to the Edward Byrne Memorial Competitive Grant Program administered by the United States Department of justice, including, but not limited to, the filing of the necessary application and certifications and the subsequent execution of a grant agreement. Section 3. This Resolution shall be effective immediately upon adoption. I also have personally read and reviewed section 1511 of the American Recovery and Reinvestment Act of 2009 (the "Recovery Act"), which requires a specific certification prior to receipt of Recovery Act funds for infrastructure investments. Initial the statement That applies: X The applicant identified below does not intend to use any portion of any funds received under this Recovery Act grant program for any infrastructure investment. Should this intention change, the applicant will promptly notify OJP, and (except to the extent, if any, that OJP has given prior written approval to expend funds to conduct the review and vetting required by law) will not draw down, obligate, or expend any funds received under this Recovery Act program for any infrastructure investment project until section 1511 of the Recovery Act has been satisfied, and an adequate project-specific certification has been executed, posted, and submitted to OJP.
