ROLL CALL
Mayor Aubrey called the meeting to order at 7:57 p.m. All members of Council were present.
All members of staff were present, except the Village Attorney.
Mr. Lukasik gave an update on Hurricane Dorian. Mr. Lukasik described the emergency
preparation measures undertaken by Village employees. Mr. Lukasik explained that the
compensation policy that was utilized for the past Hurricane Irma paid non-exempt employees
double their pay rate for working during the hurricane. Mr. Lukasik requested direction from
Council to bring back a Resolution for official action on the policy.
Council directed Mr. Lukasik to bring back for official action a Resolution approving a policy
for the payment of overtime compensation at two times their regular pay to non-exempt
employees and establishing an administrative leave bank for exempt employees for work
performed during a declared state of emergency within the Village.
RESOLUTION 2019-83 — DECLARING A LOCAL STATE OF EMERGENCY
A motion was made by Vice Mayor Mullinix and seconded by Councilmember Bickel to adopt
Resolution 2019-83 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, DECLARING A LOCAL STATE OF EMERGENCY WITHIN THE VILLAGE;
PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.
Thereafter, the motion to adopt Resolution 2019-83 passed unanimously.

With no further business to come before the Council, the meeting adjourned at 8:12 p.m.
