A RESOLlTION OF THF, VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA, CRF,ATING A COUNTRY CLUB ADVISORY BOARD, AND SETTING FORTH
ITS COMPOSITION AND RESPONSIBILITIES.
WI}EREAS, the need exists in the Village for a country
club committee to advise the Village Council regarding present and
future country club activities, planning, and other matters relating
to the country club activity of the Village;
NOW, T}{F,REFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF
NORTH PALM REACH, FLORIDA:
Section 1. There is hereby established a country club
advisory committee to be hereafter known as the Country Club Advisory
Board.
Section 2. Said board shall be composed of five (5) members
w}io shall be residents of the Village; the terms of office shall be
' f'or two years from the date of appointment and the members shall serve
at the pleasure of the Village Council; provided, however, that in
the event of a vacancy on said board, the Village Council shall
appoint a successor member to serve for the remainder of the term
made vacant. Any member shall be eligible to succeed himself. Di
addition, members to the Country Club Advisory Board shall be selected
from the membership of the North Palm Beach Country Club and shall be
composed in so far as practicable as follows:
(1) Social Member (1) Pool Member
(1) Full Club Member (1) Golf Member
(1) Tennis Member
Section 3. The following persons be and are hereby appointed
' members of the Country Club Advisory Board created herein to serve for
the periods set forth opposite their names:

Section 4. Power and Duties.
a. The Country Club Advisory Board shall be advisory to
the Village Council, shall have no official powers except those
specifically prescribed in this section and the following sections,
and shall be deemed to be in all events and in all transactions
' directly under the supervision of the Village Council, which shall
have the power to alter, modify or change any recommendation of
said board.
b. At the first meeting after the new board members
take office each term, the board shall elect from among its members
a chairman, vice chairman and secretary. Such officers may succeed
themselves.
c. Meetings of said board shall be held at the call of
the chairman or at such other times as the Board may determine but
in no event shall the Board meet less than once a month. Meetings
of the Board shall be open to the public and the time and place of
the meetings shall be announced sufficiently in advance to notify
the public. The Board secretary shall keep minutes of proceedings,
showing t}re vote of each member upon each question, and shall keep
records of official recommendations, all of which shall be promptly
filed in the office of the Village Clerk and shall be a public record,
Such Board may establish any rules and regulations and order of
business it may deem necessary in the conduct of its meetings.
d. It shall be the duty of the Board to make studies and
review all country club facilities and needs of the Village. Based
upon these studies and reviews, the Board shall make recommendations
to the Village Council on programs, capital improvements, and i'aci.lities.
The Board is not charged with the duty of ascertaining details as to
c+ither costs or method of execution of their proposed plans, but
should work toward a complete country club facility for the Village
' so as to provide for the needs of all residents of the Village.
Section 5.
a. The Village Council, in acting upon any recommendations
made by this Board, shall not be bound hereby, but shall give con-
sideration to all such recommendations and determine the same as in

the judgment of the Village Council to be in the best interests of
the inhabitants of the Village.
b. The Board shall have the power to call upon the Village
Manager, or his designee, for information and advice which in the
opinion of the Board will insure the efficiency and reliability
of its work.
' c. Any matter referred by the Village Council to the
Board s}rall be acted upon by the Board within thirty (30) days of
the date of reference, unless otherwise specifically stated. The
}3oard's recommendations to the Council shall be in writing and shall
state the basis or reasons for its recommendations.
d. The Board shall submit to the Village Council an annual
report on or before October 1 of each year summarizing the activities
oi' the Board for the fiscal year and the action of the Council during
the year on any and all recommendations made by the Board in that
or former years.
Section 6. This Resolution shall take effect immediately
upon passage.
