1977-19 Creating a Library Advisory Board and Repealing Resolution No. 172 as AmendedRESOLUTION N0. 19-77 A RESOLUTION OF THE VILLAGE COUNCIL OF NORT}{ PALM BEACH, FLORIDA, CREATING A LIBRARY ADVISORY BOARD, AND SETTING FORTH ITS COMPOSITION, AND RF,SPONSIBILITIES AND REPEALING RESOLl1TI0N N0. 172, AS AMENDED. WHF,REAS, the need exists in the Village for a library committee to advise the Village Council regarding present and future library activities, planning and other matters relating to t}ie library activities of the Village. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA: Section 1. Resolution No. 172, as amended is hereby repealed. Section 2. There is hereby established a library committee to be hereafter known as the Library Advisory Board. Section 3. Said board shall be composed of five (5) members, who shall be residents of the Village; the terms of office shall be ' i'or two years from the date of appointment and the members shall serve at the pleasure of the Village Council; provided, however, that in the event of a vacancy on said board, the Village Council shall appoint a successor member to se rve for the remainder of the term mad e vacant. Any member shall be eligible to succeed himself. Section 4. The following persons be and are hereby appointed members of the Library Advisory Board created herein to serve for the periods set forth opposite their names: Seymour Rellak May 1, 1978 Karla Winsauer May 1, 1978 Thelma Obert May 1, 1979 Fred Parsons May 1, 1979 t Sue Gibson May 1, 1979 Section 5. Powers and Duties a. The Library Advisory Board shall be advisory to the Village Council, shall have no official powers except those specifically prescribed in this section and the following sections, and shall be deemed to be in all events and in all transactions directly under the supervision of the Village Council, which shall have the power to alter, modify or change any recommendations of the said board. b. At the first meeting after the new board members take office each term, the board shall elect from among its members a chairman, vice chairman and secretary. Such officers may succeed themselves. ' c. Meetings of said board shall be held at the call of the chairman or at such other times as the board may determine but in no event shall the board meet less than once a month. Meetings of the board shall be open to the public and the time and place of such meetings shall be announced sui'ficiently in advance to notify the public. The board secretary shall keep minutes of proceedings, showing the vote of each member upon each question, and shall keep records of official recommendations, all of which shall be promptly filed in the office of the Village Clerk and shall be a public record. Such board may establish any rules and regulations and order of business it may deem necessary in the conduct oi' its meetings. d. It shall be the duty of the board to make studies and ' review all library facilities and needs of the Village. Based upon these studies and reviews, the board should make recommendations to the Village Council concerning programs, capital improvements, and library materials. T}ie board is not charged with the duty of ascertaining details as to either costs or methods of execution of their proposals, but should work toward a comprehensive library service for the Village, so as to provide for the needs of all residents of the Village. e. It shall further be the duty of the board to study and advise t}re Village Council on the history of the Village and to recommend means of recording said history and to note historic events as they occur. Section G. a. The Village Council, in acting upon any recommendations made by this board, shall not be bound hereby, but shall give consideration ' to all such recommendations and determine the same as in the judgement of the Village Council to be in the best interests of the inhabitants of the Village. b. The board shall have the power to call upon the Village Manager, or his designee, for information and advice which in the opinion oi' the board will insure the efficiency and reliability of its work. - Z - c. Any matter referred by the Village Council to the board shall be acted upon by the board within thiry (30) days of the date of reference, unless otherwise specifically stated. The board's recommendations to the Council shall be in writing and shall state the basis or reasons for its recommendations. ' d. The board shall submit to the Village Council an annual report on or before October 1 of each year summari2ing the activities of the board for the fiscal year and the action of the Council during the year on any and all recommendations made by the boards in that or i'ormer years.
