1977-11 Amending Resolution 409-69RESOLUTION N0. 11-77 A KESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BF,ACH, FLORIDA, AMENDING RESOLUTION N0. 409-69 BY CHANGING THE PURCHASING REGI]LA7'IONS CONCERNING COMPETITIVE BIDDING. BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEAC}{, FLORIllA: Section 1. Section VIII (2) of Resolution No. 409-69 be, and the same is hereby, amended to read as follows: "2. Purchasing Acquisitions a. When, after investigation, it becomes apparent to the purchasing agent that the acquisition can be from only one vendor, the Village Manager will be advised and he shall advise the Council that no bids will be requested on this item. One complimentary notification will be placed in the local newspaper to notify the public of the purchase. b. When the total value of the item is less than $1,000 and competitive price information is available, the acquisition shall be made on the basis of that information. c. When the total value of the item is more than $1,000 but less than $2,000, three written proposals shall be submitted to the Village Council. d. When the acquisition will total more than $2,000, acquisition shall be by public bid. e. All quotations should be requested by the department head preparing the requisition. Quotations shall be attached to the appropriate requisition and transmitted to the purchasing division for approval. f. The final decision in the selection of a vendor on acquisitions under $1,000 shall rest with the Village Manager or his appointed purchasing agent. On acquisitions of more than $l,ODO, the final decision is the selection of a vendor rests with the Village Council. g. All bidders will be notified in writing after the award of a contract. A copy of the tabulation sheet indicating the prices submitted by all bidders will be enclosed. (See enclosure #3)." Section 2. Section XXII(A) of Resolution No. 409-69 be, and the same is hereby, amended to read as follows: "A. Securing Quotations In accordance with Article V, Section 3(h), Village Charter, any purchase of materials, supplies or equipment in an amount over $2,OD0 shall be by written sealed bid. While the Charter does not dictate that sealed bids shall be obtained for purchases of lesser amounts, it does specify that for purchases in excess of $1,000 at least three prices shall be solicited. Those solicitations shall be in writing and need not be qualified as "sealed bids." It shall be the policy of the purchasing division to seek written quotations whenever possible within the scope of efficient operation. Quotations shall be obtained from local sources whenever possible. Purchasing involving construction projects and sales of surplus property or scrap materials shall be accomplished by sealed bid or public auction. The newspaper notice shall include a general description of the article to be purchased or sold, where bid notice and specifications may be secured and the time and place for opening bids. Purchasing or contracts for the construction of public improvements, public works, surplus property or scrap may be approved after advertising for written sealed bids in a newspaper of general circulation in the County one time not less than five days prior to the day set to receive bids. If the amount of the contract is less than $2,000, the Village Council shall award a contract on the basis of informal bids. If such occurs, at least three competitive bids shall be obtained prior to awarding the contract." Section 3. This Resolution shall take effect immediately ' upon passage.
