NORTH PALM BEACH CODE 134Supp. No. 71, Add. respective departments and all activities assigned thereto, except as provided in section 2-40. (2)Inaugurate sound practices.Keep informed as to the latest practices in their particular field and shall inaugurate, with the approval of the village manager, such new practices as appear to be of benefit to the service and to the public. (3)Report to village manager.Submit monthly and annual reports of the activities of his department to the village manager. (4)Maintain records.Establish and maintain a system of filing and indexing records and reports in sufficient detail to furnish all information necessary for proper control of departmental activities and to form a basis for the periodic reports to the village manager. (5)Authority over employees.Have power, when authorized by the village manager, to appoint and remove, subject to person- nel policy regulations for personnel, all subordinates under him. (6)Maintain equipment.Be responsible for the proper maintenance of all village property and equipment used in his department. (c)Departments.Each department shall furnish, upon the direction of the village manager, any other department such service, labor and materials as may be requisitioned by the head of such department, and as its own facilities permit, through the same procedure and subject to the same audit and control as other expenditures are incurred. An audit committee (hereinafter referred as the committee) for the village is hereby created. (Ord. No. 06-2004, § 1, 4-8-04) Sec. 2-52. Composition; terms; vacancies. (a)Composition.The audit committee shall consist of seven (7) members. The membership of the audit committee shall consist of village residents with educational and/or practical experi- ence in the fields of finance or business. (b)Terms.The village council shall appoint members on an annual basis during April of each year to take effect the following May 1 of each year for staggered terms of three (3) years as determined by the village council. The audit committee shall have the following duties and responsibilities: (1) The primary responsibility of the audit committee shall be to oversee and moni- tor the independent audits of the vil- lage's financial statements from the selection of the independent auditors to the resolution of audit findings. (2) The audit committee shall facilitate com- munication between the village manager's office, the independent auditors and the village council. (3) The audit committee shall serve as an advisor to the village council and shall conduct financial studies and analyses as requested by the village council. (4) The audit committee shall present on an annual basis a written report to the village council which shall show how the committee has discharged its duties and met its responsibilities. The audit committee shall have access to the reports of any internal auditors, as well as access to any annual internal audit work plans. (Ord. No. 06-2004, § 6, 4-8-04) Sec. 2-57. Administrative services. The village manager shall provide administra- tive services to the audit committee, including personnel for the taking and transcribing of minutes of audit committee meetings. (Ord. No. 06-2004, § 7, 4-8-04) Sec. 2-58. Reserved. DIVISION 3. DEPARTMENT OF FINANCE Sec. 2-59. Finance director; duties. The department of finance shall be headed by the finance director, who shall: (1)Prescribe form.Prescribe the form of accounts and reports to be rendered by him. (2)Budget duties.Prepare estimates of revenue, and shall give such other assistance in the preparation of the budget as may be required of him by the village manager. (3)Financial statements.Transmit to the village manager at least monthly state- ments of cash on hand and of classified unencumbered appropriation balances for the village as a whole, and such other financial statements as the manager may from time to time require. He shall keep all departments, boards, commissions or institutions currently informed of their classified unencumbered appropriation balances. (4)Keep accounts.Keep all general accounts of the village government and of the respective departments, offices, boards, commissions and institutions thereof. (5)Fiscal supervision over officers.Exercise general supervision over all officers of the village regarding the proper manage- ment of the fiscal concerns of their respec- tive offices. § 2-56 NORTH PALM BEACH CODE 140Supp. No. 71, Add. (a) Effective November 1, 1971, all past-due charges for goods or services purchased at the country club shall carry a penalty of one and one-half (1 1/2) percent of the amount due for each thirty (30) days the account is past due on all accounts where the past-due indebtedness is ten dollars ($10.00) or more. (b) Effective November 1, 1971, all past-due membership fees at the country club shall carry a penalty of one and one-half (1 1/2) percent of the amount past due for each thirty (30) days the membership fee is past due on all accounts where the past-due indebtedness is ten dollars ($10.00) or more. (c) All billings for membership fees and for goods or services purchased at the country club shall contain information advising the customer of the penalty charge for late payment, with at least a thirty-day notice of such penalty. (d) In addition to the penalties set forth in paragraphs (a) and (b) of this section, any person whose account for membership fees or for goods and services purchased at the country club is delinquent beyond two (2) billing periods shall have his membership privileges suspended at the country club and shall no longer be entitled to purchase goods and services or to utilize the facilities at the country club until he has brought his account current.
