Mayor Aubrey called the meeting to order at 7:30 p.m. All members of Council were present
except for President Pro Tem Norris, who was out of town. All members of staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
Councilmember Searcy gave the invocation and Mayor Aubrey led the public in the Pledge.
AWARDS AND RECOGNITION
On behalf of the Village Council, Mayor Aubrey presented a commendation to Jack Daniels, who
after 23 years, retired as head coach of the Panthers football team at W.T. Dwyer High School.
On behalf of the Village Council, Mayor Aubrey proclaimed May 12 through May 18, 2019 as
Police Week in the Village of North Palm Beach. Chief of Police Rick Jenkins was present to
receive the proclamation.
Mayor Aubrey stated that both the Commander and Executive Officer of the Palm Beach Sail
and Power Squadron were not available to attend the meeting to receive the proclamation for
National Safe Boating Week. Mayor Aubrey stated that he would have the proclamation mailed.
APPROVAL OF MINUTES
The Minutes of the Regular Session held April 25, 2019 and Minutes of the Special Session held
May 1, 2019 were approved as written.
ORDINANCE 2019-03 CODE AMENDMENT — HEIGHT OF WALLS AND FENCES
A motion was made by Vice Mayor Mullinix and seconded by Councilmember Bickel to adopt
and enact on second reading Ordinance 2019-03 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AMENDING ARTICLE III, "DISTRICT REGULATIONS," OF CHAPTER 45
(APPENDIX C), "ZONING," OF THE VILLAGE CODE OF ORDINANCES BY AMENDING
SECTION 45-36 TO CLARIFY AND AMEND THE PROVISIONS RELATING TO THE
HEIGHT OF WALLS AND FENCES ON RESIDENTIAL CORNER LOTS; PROVIDING
FOR CODIFICATION; PROVIDING FOR SEVERABILITY; PROVIDING FOR
CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.

ORDINANCE 2019-03 CODE AMENDMENT — HEIGHT OF WALLS AND FENCES continued
Mayor Aubrey opened the public hearing.
Matthew Porter, 501 Harbour Road, gave a presentation and discussed the proposed changes to
the height and setback requirements of fences on residential corner lots. He provided possible
alternatives and requested that the Ordinance be postponed for further review.
Dan Fillmore, 660 Eastwind Drive, stated that he was unsure whether or not the new Ordinance
would affect his property and that he was in agreement with Mr. Porter's recommendations.
Mayor Aubrey closed the public hearing.
Council discussion ensued regarding the proposed height and setback requirements for corner lot
fences and the possible alternatives.
Discussion ensued between Council and Mr. Rubin on what direction to take in order to make
changes to the Ordinance before adoption.
Thereafter, Councilmember Searcy moved to table Ordinance 2019-03. The motion was seconded by
Councilmember Bickel and passed with all present voting aye.
ORDINANCE 2019-04 CODE AMENDMENT — AUDIT COMMITTEE & GOLF ADVISORY BOARD
A motion was made by Vice Mayor Mullinix and seconded by Councilmember Bickel to adopt
on first reading Ordinance 2019-04 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, RELATING TO VILLAGE BOARDS AND COMMITTEES; AMENDING
ARTICLE IIl, "ADMINISTRATIVE CODE," OF CHAPTER 2, "ADMINISTRATION," OF
THE VILLAGE CODE OF ORDINANCES BY AMENDING DIVISION 2, "AUDIT
COMMITTEE," TO REMOVE REDUNDANT LANGUAGE AND RENUMBER
REMAINING SECTIONS; AMENDING ARTICLE Il, "GOLF ADVISORY BOARD," OF
CHAPTER 9, "COUNTRY CLUB," OF THE VILLAGE CODE OF ORDINANCES TO
REMOVE REDUNDANT LANGUAGE AND RENUMBER REMAINING SECTIONS;
PROVIDING FOR CODIFICATION; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
Mr. Rubin explained that the recently adopted Board and Committee ordinance inadvertently omitted
the deletion of certain procedural sections pertaining to the Audit Committee and Golf Advisory Board,
which are now covered by Chapter 2 of the Village Code. Mr. Rubin stated Ordinance 2019-04 would
eliminate the redundant language and renumber the remaining sections accordingly.
Thereafter, the motion to adopt Ordinance 2019-04 on first reading passed with all present voting aye.
CONSENT AGENDA APPROVED
Councilmember Bickel moved to approve the Consent Agenda. Councilmember Searcy seconded
the motion, which passed with all present voting aye. The following items were approved:
Resolution 2019-38 — Approving a contract award to Florida Sidewalk Solutions for
sidewalk repair in the amount of $34,101.11 and authorizing execution of the contract.
Receive for file Minutes of the General Employees Pension Board meeting held 2/6/19.
Receive for file Minutes of the Planning Commission meeting held 4/2/19.
Recommendation: "to amend Section 45-36 (D) of the Village code addressing height of walls and fences
on residential corner lots, and to include editing "fr-ont building line," in lieu of the "front setback."

RESOLUTION 2019-39 — ANCHORAGE PARK NORTH TRAIL
A motion was made by Vice Mayor Mullinix and seconded by Councilmember Searcy to adopt
Resolution 2019-39 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA APPROVING A CONTRACT AWARD TO FLORIDA BLACKTOP, INC. FOR
THE ANCHORAGE PARK NORTH TRAIL AND AUTHORIZING THE MAYOR AND
VILLAGE CLERK TO EXECUTE THE CONTRACT; AND PROVIDING FOR AN
EFFECTIVE DATE.
Thereafter, the motion to adopt Resolution 2019-39 passed with all present voting aye.
RESOLUTION 2019-40 — POST -DISASTER CATERING SERVICES
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH
FLORIDA, AWARDING A CONTRACT TO WORK OF ICE, LLC D/B/A CAFE DELISH
FOR POST -DISASTER CATERING SERVICES AND AUTHORIZING THE MAYOR AND
VILLAGE CLERK TO EXECUTE THE CONTRACT; AND PROVIDING FOR AN
EFFECTIVE DATE.
Mr. Lukasik explained that prior to last year's hurricane season, Village Administration reviewed
the necessary functions and how they were distributed among Village staff. Mr. Lukasik stated
that consideration was given to meeting the needs of first responder employees for meals during
and after a hurricane event. Mr. Lukasik reported that staff received eight proposals from catering
vendors and after reviewing the proposals, it was determined that Cafe Delish had the best
response time with a competitive cost.
Council discussion and comment ensued.
Thereafter, Resolution 2019-40 was approved with all present voting aye.
VILLAGE COUNCIL MATTERS/REPORTS
Councilmember Bickel stated that she received a letter from a Village resident who was
concerned about Village residents being able to afford playing golf or having a golf membership
at the Country Club. Councilmember Bickel requested that staff create events for Village
residents and to keep affordability in mind when creating fees and pricing for golf memberships
and the use of Village facilities.
Vice Mayor Mullinix stated that the new floating docks were at Anchorage Park and asked if the
new floating dock for the boat ramp on the north side of Anchorage Park would be installed on
Friday. Mr. Lukasik confirmed that installation was scheduled for Friday, May 10, 2019.
Councilmember Searcy thanked everyone who participated in the Great American Cleanup.
Councilmember Searcy stated that over 70 volunteers collected over 200 pounds of garbage from
the Community Center, Anchorage Park, Lakeside Park and Munyon Island. Councilmember
Searcy stated that she was proud that only 42 pounds of garbage was collected from the
Community Center.

Mr. Lukasik stated that a Food Truck Frenzy was taking place on Saturday, May 11th and the
next Code Update Workshop was scheduled for Monday, May 13th. Mr. Lukasik gave a brief
overview of what would be taking place at the workshop and stated that a final workshop was
scheduled in June. The June workshop would not be necessary if they can finalize discussion
items at the upcoming workshop and move forward.
Mr. Lukasik addressed Councilmember Bickel's concerns regarding fees for playing golf and
golf memberships. Mr. Lukasik stated that Head Golf Pro Allan Bowman was in the process of
scheduling golfing events and programs for residents at the golf course for Memorial Day
weekend. Mr. Lukasik stated that one of the functions of the future General Manager of the
Country Club would be to create affordable activities and events that would draw residents into
the Country Club.
Mr. Lukasik stated that the Country Club Project is scheduled to be completed by September 2019.
Mr. Lukasik stated that staff was working with Farmer's Table on their requests for furniture and
kitchen equipment changes at the clubhouse, as well as future improvements to the pavilion area
which Farmer's Table proposes to make at their expense after the clubhouse is open.
