04-03-2019 VC SPWS-MPresent: ROTI, CALL MINUTES OF THE SPECIAL WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA APRIL 3, 2019 Darryl C. Aubrey, Sc.D., Mayor Mark Mullinix, Vice Mayor David B. Norris, President Pro Tem Susan Bickel, Councilmember Deborah Searcy, Councilmember Andrew D. Lukasik, Village Manager Len Rubin, Village Attorney Melissa Teal, Village Clerk Mayor Aubrey called the meeting to order at 7:05 p.m. All members of Council were present. All members of staff were present. The purpose of the meeting was to review the results of the citizen surveys regarding the storage of boats and recreational vehicles on private residential property and to discuss possible modifications to Village code regulations. BOAT/RV CITIZENS SURVEY AND CONSTANT CONTACT SURVEY Mr. Lukasik and Communications Manager Ed Cunningham reviewed the survey methods used and the results of the written survey administered by National Research Center, Inc. and the online survey conducted by the Village. Members of the public addressed the Council. VILLAGE CODE OF ORDINANCES SECTIONS 18-35 AND 18-35.1 Mr. Lukasik showed examples of screening, both compliant and non-compliant. Mr. Lukasik provided suggested amendments to the code and requested Council guidance. Discussion ensued. Consensus of Council was to eliminate the registration requirement; reduce the screening requirements on the side and year yards to require only the boat hull (not 100% of boat) to be screened from view; require screening to be in the form of fences, hedges, or walls, with no new installations of chain link with windscreen permitted; increase the grow -in provision for hedges from one year to two years; and allow gates to be taller than six feet in order to screen hulls from the right -of way. The Council directed Mr. Rubin to redraft the ordinance, per Council discussion, and bring back a draft code amendment at an upcoming Workshop Session.
