The candidate qualifying period for the 2019 North Palm Beach Municipal Election closed on January 10. Village Councilmembers Susan Tiedemann Bickel (Group 2) and David B. Norris (Group 4) were reelected without opposition to two-year terms beginning March 14, 2019. Note: Meet the Candidates event previously set for Wednesday, February 13 has also been canceled. If you don’t have one, please go out and get one. • As with smoke alarms, make sure you have a carbon monoxide alarm on every level of your home, especially near sleeping areas, and keep them at least 15 feet away from fuel-burning appliances. • You won’t know that you have a carbon monoxide leak without a working alarm. So test alarms regularly and replace them every five to seven years depending on the manufacturer’s label. • For the best protection, have carbon monoxide alarms that are interconnected throughout the home. When one sounds, they all sound. • Carbon monoxide alarms are not substitutes for smoke alarms, and vice versa. Combination smoke and carbon monoxide alarms are available. Understand How Carbon Monoxide Can Be Harmful • Don’t use a grill, generator or camping stove inside your home, garage or near a window. • If you need to warm a vehicle, remove it from the garage immediately after starting it. Don’t leave a car, SUV or motorcycle engine running inside a garage, even if the doors are open. • Never use your oven or stovetop to heat your home. • On the outside of your home, make sure vents for the dryer, furnace, stove and fireplace are clear of snow and other debris. • Carbon monoxide can accumulate in or around your motorboat, so install an alarm on your boat. Everything you need to know to keep your kids safe from carbon monoxide. Carbon Monoxide Poisoning Prevention Tips Fuel-powered devices can provide wonderful benefits to families when used properly. But they also underscore an important necessity in the home: the need for a carbon monoxide alarm. Carbon monoxide poisoning can result from faulty furnaces or other heating appliances, portable generators, water heaters, clothes dryers, or cars left running in garages. At its worst, carbon monoxide can cause severe side effects or even death. Carbon monoxide (CO) is a gas that you cannot see, taste or smell. Each year, 184 children in the United States die due to carbon monoxide poisoning and more than 20,000 children visit the emergency room. FEBRUARY 2019 | 5 EARMAN BRIDGE/Know Your Code In October 2017, a portion of the U.S. Highway 1 bridge sidewalk collapsed into the Earman River. The Florida Department of Transportation (FDOT) removed the remaining sections of the sidewalk and reduced the southbound lanes from three to two, using the third lane temporarily for foot traffic and bicyclists. Currently, traffic studies are being done to assess traffic flow and gather data on the two or three lane options. FDOT has the bridge replacement project scheduled for 2023. The Village will work with FDOT on the bridge design, encouraging a design that is architecturally appropriate for the Village and providing for viewing opportunities of the Earman. The bridge area and U.S. Highway 1 are undergoing a redevelopment effort, as called for in the Citizens’ Master Plan, so the Village will seek a design that is consistent with the redevelopment and Master Plan goals. The bridge design should complement the pedestrian scale development along the Earman River, including the opportunity to cross from one side of U.S. Highway 1 to the other underneath the bridge (although clearance will be an issue to address) in order to maximize access along the south side of the canal. The Village Council recently approved a contract with Gentile, Glas, Holloway, O’Mahoney & Associates (2GHO) to identify design features that should be included in the new bridge, using a public engagement process and working with the FDOT team. 2GHO’s work on the bridge will coincide with the Prosperity Farms Road bridge replacement project, which will be a Palm Beach County venture. Design of the bridge by the County is expected in the summer with the replacement work scheduled for 2021. The Village will hold design and public engagement processes and encourage greater public participation and encourage themes on both bridges that will be unique to North Palm Beach. At this point, no decision has been made on whether or not to design a two- or three-lane bridge, however a series of six monthly public workshops has begun that will provide residents an opportunity to contribute to the discussion. The next of those meetings is set for February 26 at 6:30 p.m. in North Palm Beach Village Hall. Village selects consultant for Earman bridge planning 15-1 (b) ... Occupants of a dwelling unit are responsible for keeping in a clean, sanitary and safe condition that part of the dwelling unit or premises which they occupy and control. 15-2 (c)(1) Landscaping shall be maintained so as to present a healthy, neat and orderly appearance at least equal to the original installation and shall be mowed or trimmed in a manner and at a frequency so as not to detract from the appearance of the general area. Any grass and brush growing in excess of twelve (12) inches in height, dead trees, tree stumps, dead and decaying plant material, trash and garbage shall be removed from the premises. Landscaping shall be maintained to minimize property damage and public hazards, including the removal of low hanging branches over sidewalks and paved areas and those obstructing street lighting and traffic control signs. Shrubbery and other landscape materials shall be trimmed to prevent encroachment onto sidewalks and other public rights-of-way, including waterways. 15-2 (k) It shall be unlawful for the owner or occupant of a residential building, structure or property to utilize the premises for the open storage of any appliance or other item of personal property, building materials, rubbish or similar items. Know Your Code Code Sec. 15 - Property Maintenance Standards 6 | VILLAGE OF NORTH PALM BEACH NEW COLLECTION DAYS/Car theft tips To provide better collection of vegetative yard waste, the Village Sanitation Division is now picks up yard waste on Mondays, Wednesdays and Fridays, and the days for pickup of bulk items is now Tuesdays and Thursdays. The pickup days for residential household garbage and recycling have not changed. The new schedule simply swaps pickup days for yard vegetation and bulk items, such as old appliances and furniture. The main benefit of the new schedule is that residents now receive vegetation pick-up three days a week instead of two. And since a lot of vegetation is put out on the weekend, it now is picked up a day sooner. The changes also allow the Village Sanitation Division to work more efficiently, freeing up resources to provide better service. If collection crews miss your street or house, please contact the Public Works Department at (561) 691-3440. There will be no residential collection on Monday, February 18 because of President’s Day. Bulk item and yard waste pickup days have changed Protect Yourself From Car Thieves Doors and windows locked at all times If you have side mirrors that fold in, ensure they do so when locked. Thieves look for unfolded mirrors, which suggest an unlocked car with the key inside Park in areas with good lighting Consider installing a GPS tracking system Village of North Palm Beach Police Department Don’t leave anything that would attract attention. An ashtray of coins is a pot of gold to a thief! FEBRUARY 2019 | 7 The new grass continues to take root at the Village golf course Country Club, and experts are monitoring it daily to ensure its readiness for opening day, now projected to be sometime in mid March However, weather and other factors may affect that target date, so golfers are encouraged to check the Village website often at www. village-npb.org, as well as the Facebook and Twitter pages at @VillageNPB. At the clubhouse, the walls, columns and beams that will support the second floor are now in place, so the project will soon become more visible from U.S. Highway 1. Also, work on the pool deck to prepare for bathrooms and a snack bar has begun. COUNTRY CLUB/Anchorage Marina Village Country Club Update Turf getting stronger on the links as clubhouse 2nd floor work begins With a new seawall now complete on the north side of the boat ramp and the area immediately to the south of the ramp, the Village is looking for a contractor to install new docks along and in front of the seawall. The individual floating dock units have been constructed by a marine manufacturer and are ready for delivery once an installation contractor is hired. Installation will require the driving of 24 pilings into the seabed as well as electrical work to bring power to the docks. The main electrical panel for the marina had to be relocated when the peninsula next to the ramp was removed. Additionally, the old panel, which served the old docks on both the north and south sides of the boat ramp, was inadequate to serve the marina’s new needs, so a new electrical system had to be designed, and that project had to go out to bid. The Village accepted bids for the dock installation work, but all of them were considerably higher than originally projected, so staff is contacting various firms and looking Anchorage Park Marina floating docks ready for installation for ways to reduce the cost. The work was originally estimated to cost about $175,000, but bids received were more than twice that amount. This floating dock is similar in design to the docks that will be installed at Anchorage Park Marina. The North Palm Beach Parks and Recreation Department is looking for players and coaches for the 2019 Flag Football League. The season runs from March through end of May, and registration for players begins February 1st. Registration can be done online through the Village website at www. village-npb.org, or in person at the Village Community Center, 1200 Prosperity Farms Road. The cost of registration is $75 for residents, $85 for non-residents. Age groups are 7-9 years, 10-12 years, and 13-15 years. The age categories now include a 15-year-old group this year. If there are not enough players, the League will resort back to having a 12-14 year age group. For more information about the League and registration, call (561) 841-3389. The key to prevention is to understand the method of operation and how these criminals are able to commit this type of crime. Suspects can be either male or female and will often pose as landscapers, pest control specialists, plumbers, electricians, and/or utility workers. These subjects will attempt to gain the trust of the victim and create a sense of urgency to distract you from your home and lead you into your backyard if possible. While being distracted in your backyard, others may enter your home without your knowledge and steal any belongings that they feel may be of value. DO NOT feel obligated to open the door. Confirm the identity of all workers prior to allowing them into your house or onto your property. If you are not expecting a service and feel it is suspicious, call 911 immediately. Police want residents to be aware of “distraction thefts” Distraction Theft Criminals, otherwise known as traveling criminals target senior citizen residents when they are the most vulnerable. Do not allow yourself to become distracted. If you know of a neighbor who may be considered a vulnerable target, please share this important information with them so that they will be prepared to handle this type of situation. While the community enjoys an exceptionally low crime rate (the Village has one of the lowest crime rates in Florida), you should always be mindful of what and who is in your neighborhood, and report any suspicious activity immediately to the North Palm Beach Police Department.
