ROLL CALL
Mayor Aubrey called the meeting to order at 7:00 p.m. All members of Council were present.
All members of staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
Councilmember Bickel gave the invocation and Vice Mayor Mullinix led the public in the Pledge.
OVERVIEW OF IMPASSE HEARING PROCESS
Village Attorney Len Rubin gave an overview of the impasse hearing process.
PRESENTATION BY LOCAL 2928
Attorney Mark Floyd, representing the Professional Firefighters/Paramedics of Palm Beach County
Local 2928, IAFF, Inc., explained the position of Local 2928 with respect to the rejected
recommendations of the Special Magistrate.
PRESENTATION BY VILLAGE MANAGER
Village Manager Andrew Lukasik, representing the Village of North Palm Beach, explained his
position with respect to the rejected recommendations of the Special Magistrate regarding pension
and wages.
Village Labor Attorney James Cherof, representing the Village of North Palm Beach, explained
the Council's statutory authority regarding the rejected recommendations of the Special Magistrate.

The meeting was recessed at 8:19 p.m. and reconvened at 8:26 p.m.

John Frerking, Tom Murphy, Bill Miller, and Anthony Giarusso addressed the Village Council.

DISCUSSION AND DELIBERATION
Councilmembers discussed the issues concerning pension and wages. Mr. Lukasik, Mr. Cherof,
and Mr. Floyd responded to questions from the Village Council.
COUNCIL DISPOSITION OF IMPASSE ISSUES
Regarding wages, Council consensus was for a three-year contract, with a 2% increase plus a
merit increase from 2.5% to 5% depending upon performance, retroactive to October 2018; a I%
base salary and pay range increase plus a merit increase from 2.5% to 5% depending upon
performance, effective October 2019; and a 1% base salary and pay range increase plus a merit
increase from 2.5% to 5% depending upon performance, effective October 1, 2020.
Regarding pension, Council consensus was for the 75% cap.
Mr. Cherof explained how the contract would be drafted and presented for ratification by the
Council and IAFF membership. Mr. Floyd advised that if either party votes no on ratification,
the contract would be imposed through September 30, 2019 only.
Councilmember Searcy moved to accept the recommendation of the Special Magistrate.
President Pro Tem Norris seconded the motion, which passed unanimously.

There being no further business to come before the Council, the meeting was adjourned at 9:15 p.m.
