A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA,
CREATING AN AD HOC CIVIC CENTER ADVISORY BOARD; SETTING FORTH THE COM-
POSITION OF SAID BOARD AND THE DUTIES AND RESPONSIBILITIES OF SAID BOARD.
' WHEREAS, the Village Council of North Palm Beach, Florida has
determined that a civic center for the Village of North Palm Beach would
be responsive to many recreational, cultural and civic needs in the Village
of North Palm Beach; and
WHEREAS, the Village Council deems the civic center project to
be of sufficient importance that the aid of a citizen board should be sought
to inform Village residents of the values to the Village in constructing
a civic center;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH
PALM BEACH, FLORIDA:
Section 1. There is hereby created an Ad Hoc Civic Center Ad-
visory Board to be known hereafter as the Board.
' Section 2. Said Board shall be composed of the following five
(5) persons, all of whom are residents of the Village and each of whom
shall hold office until a plan for construction and financing of a civic
center in North Palm Beach has been presented to the residents of the
Village and considered by them; however, any person may be removed at any
time by a majority vote of the Village Council and in the event of a
vacancy the Village Council shall appoint a successor to the Board.

Section 3. The Village Clerk shall notify the Board members of
' their appointment and shall call a meeting of the Board within ten (10)
days from the date of this Resolution. At the first meeting the Village
Manager and the Mayor shall outline the purpose and responsibilities of
the Board and the Mayor shall preside at the meeting until the Board shall
organize and elect from its members a chairman, vice chairman and secretary,
Section 4. Meetings of the Board shall be held at the call of
the chairman or such other times as the Board may determine, but in no event
s}rall the Board meet less often than once a month. Meetings of the Board
shall be open to the public and the time and place of the meetings shall be
announced sufficiently in advance to notify the public, Notices of meet-
, ings shall be posted on appropriate bulletin boards throughout the Village
of North Palm Beach. The Board shall keep minutes of its proceedings
showing the vote of each member upon each question and shall keep records
of its official actions, all of which shall be properly filed in the office
of the Village Clerk and shall be a public record. The Board may establish
such rules and regulations as it may deem necessary in the conduct of its
meetings and in lieu thereof Roberts Rules of Order shall be used.
Section 5. The Civic Center Bm rd shall be advisory to the
Village Council and shall have no official powers except those specifically
prescribed in this Resolution. Any advice, recommendations or other
matters by the Board shall be subordinate to the control of the Village
Council.
Section 6. The Board shall exercise and perform the following
powers and duties:
A. Procure information and set forth all pertinent
facts concerning a Civic Center for the Village of
North Palm Beach to the Village Council and the Village
residents in order that knowledgeable decisions can be made
by all concerned regarding the value and feasibility of
any proposed Civic Center.
B. Solicit and receive suggestions and opinions offered
by citizens or Village officials within the scope of its
powers and report such suggestions and opinions to the
Village Council, together with the recommendations of the
Board thereon.
C. Work with the Village Recreation Advisory Board in
promoting the Civic Center to the residents in
furtherance of the Village Council's inclusion of the
value to North Palm Beach in establishing a Civic Center.
Section 7. Members of the Civic Center Advisory Board shall
serve without compensation and arty expenses to be incurred by the Civic
' Center Advisory Board shall be first approved by the Village Manager prior
to any commitments.
Section 8. This Resolution shall take effect immediately upon
passage.
